About this opportunity
The U.S. Fish and Wildlife Service seeks quotations for removal and replacement of an HVAC system at Bandon Marsh National Wildlife Refuge in Bandon, Oregon, with quotes due November 10, 2026 by 9:00 a.m. local time and questions due October 28, 2026 by 9:00 a.m. EST. This is a small business set-aside with a firm fixed-price contract valued under $26,000.
Place of performance is the Bandon Marsh National Wildlife Refuge Bunkhouse in Bandon, Oregon. The work period runs January 14, 2027 through February 15, 2027, with work limited to Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding federal holidays and weekends. The facility will remain occupied during construction; contractors may request weekend work with prior approval to minimize downtime.
The contractor must remove a 20-year-old Lennox heat pump and air handler and install a new system rated at 16 SEER with a 2-stage compressor (single-stage compressors are not acceptable) to serve the 1,900 square-foot facility. The replacement unit must include quality components with 18–25 year durability ratings, a minimum 10-year parts warranty, corrosion and rust resistant components suitable for the coastal salt environment, and accommodation for MERV-13 rated 4-inch filters. Installation must comply with current National Electrical Codes and all applicable federal, state, and local HVAC codes. The contractor must provide eight replacement MERV-13 filters, balance the unit for adequate airflow, apply energy rebates, clean existing ductwork, and provide manufacturer-certified service provider contact information within 100 miles with 72-hour service availability. A mandatory site visit is October 27, 2026 at 9:00 a.m. local time, with RSVP required within 48 hours to Alexandra Cook (541-270-7811 or alexandra_cook@fws.gov).
Quotations must be submitted electronically to Tiffannie_Pannell@ios.doi.gov and include detailed cost breakdowns (labor, materials, equipment, HVAC unit cost, freight, overhead, profit), completed Standard Form 1442, all acknowledged amendments, representations and certifications per FAR 52.204-8, and SAM.gov registration evidence. The contract is subject to Davis-Bacon wage rates (WD# OR20260082 for Coos County, Oregon, effective May 18, 2026), Buy American construction materials requirements, and federal contracting clauses addressing labor standards, equal opportunity, and environmental compliance. Invoices must include certified payrolls and Statement of Compliance per clause 52.222-8, submitted through the Department of Treasury's Invoice Processing Platform. No performance or payment bonds are required. Award will be made to the responsible respondent offering the lowest evaluated fair and reasonable price without discussions. NAICS code 238220; PSC Z2JZ.
Amendment 1 (October 20, 2026) revised the period of performance to January 14–February 15, 2027; removed bonding requirements; extended government acceptance from 50 to 60 calendar days; and updated the solicitation package with revised SOW, bid sheet, and design plans. Offerors must acknowledge receipt of this amendment prior to quote submission.
