About this file
This is a Scope of Work for the repair of two BOHN Heat Transfer cooling units at the U.S. Fish and Wildlife Service (FWS) Red Bluff wetlab facility located at 10950 Tyler Road, Red Bluff, California 96080.
The contractor must repair or retrofit both cooling units to restore the building's temperature control capacity to maintain conditions below 95 degrees Fahrenheit maximum and preferably below 90 degrees Fahrenheit to protect chest freezers containing biological samples and acoustic telemetry equipment used for fish research projects. The North Heat Transfer Unit requires retrofitting from R-12 to R134A refrigerant, including recovery and evacuation of existing refrigerant, non-condensables, and moisture, with proper disposal by the vendor. The South Heat Transfer Unit requires similar refrigerant retrofitting plus installation of a new 460V Transformer Control, Cope Contactor (230V 3-pole), four 10 MFD capacitors, multiple fuses, a condenser fan motor (1/2 HP 460 Volt 1-phase), and associated gaskets. The contractor shall supply all materials, parts, equipment, tools, and labor necessary to complete the repairs. Work must be completed within 30 days of notice to proceed and conducted Monday through Thursday, 7:00 AM to 4:30 PM, excluding recognized federal holidays. The contractor is responsible for protecting natural resources and utilities at the site, locating and preventing damage to the existing electrical panel and infrastructure, and legally disposing of all materials. Field verification will be conducted by the station contact persons—Primary Contact Robert Null (Robert_null@fws.gov, 530.551.3100) and Secondary Contact Bill Poytress (bill_poytress@fws.gov, 530.536.0273)—and the Contracting Officer's Representative.

SCOPE OF WORK
FWS Red Bluff Wetlab AC Repair
BACKGROUND
A storage warehouse known informally as the “wetlab” currently houses acoustic telemetry equipment, chest freezers for biological sample storage and a supply of dozens of lithium-based batteries that support fish telemetry research projects conducted by this office and several other cooperating agencies; including USGS, NOAA Fisheries, UC Davis, CDFW and UC Santa Cruz. Air temperatures in the summer in Red Bluff typically exceed 100 degrees Fahrenheit and adequate cooling is needed in this particular storage building to maintain temperatures below 95 degrees Fahrenheit maximum, but also below that to allow staff to work in this area to prepare and demobilize receivers and associated data. Chest freezers perform best in temperatures less than 90 F to avoid risk of motor burnout. The two cooling units in the wetlab have failed and a repair of both the main unit (North) and a back-up (South) unit are being requested.
TIMEFRAME
This work is being requested to be completed in an expedited manner to ensure biological samples and sensitive research equipment are not compromised due to lack of cooling capacity. Work can begin as soon as the contracting documents have been completed (expected date is as soon as possible) and the Contracting Officer has given written acceptance of the contract to the chosen contractor.
Work is to be completed within 30 days of notice to proceed.
