About this file
This is a Request for Quotation (RFQ) issued by the U.S. Fish and Wildlife Service for repair and retrofit services of two BOHN Heat Transfer air-conditioning units at the Red Bluff Fish and Wildlife Office in Red Bluff, California. The solicitation number is 140FS126Q0173, with quotations due September 2, 2026, at 1300 Central Time, to be submitted via email to Tanner_Frank@ios.doi.gov. The acquisition is set aside 100 percent for small business concerns under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC code J041. A mandatory site visit must be completed before quotation submission, to be scheduled with Robert Null at Robert_null@fws.gov or 530-551-3100. The resulting award will be a firm-fixed-price purchase order with delivery expected by September 30, 2026, and a period of performance from August 24, 2026, to October 9, 2026.
Quotations must include two separate PDF files: a completed Bid Schedule with vendor information, site visit date, proposed completion timeline in calendar days after award, and lump-sum pricing for CLIN 0001; and a Technical Submission demonstrating technical capability, proposed completion timeline, and evidence of proper licensing. The work scope requires retrofitting both units from R-12 to R134A refrigerant, including recovery and evacuation of existing refrigerant, disposal of materials, and for the South unit, installation of new electrical components including a 460V transformer control, contactor, capacitors, fuses, and a condenser fan motor. CLIN 0001 pricing must include all labor, travel, tools, equipment, refrigerant, oil, materials, parts, recovery, disposal, testing, coordination, overhead, and profit. Evaluation will be conducted on a best-value tradeoff basis considering technical capability, proposed completion timeline, and price, with the government potentially selecting a higher-priced quotation if technical capability or timeline advantages warrant the additional cost. Quoters must maintain active SAM.gov registration with no active exclusions and confirm licensed personnel will perform the work or be identified as currently identified subcontractors.

SCOPE OF WORK
FWS Red Bluff Wetlab AC Repair
BACKGROUND
A storage warehouse known informally as the “wetlab” currently houses acoustic telemetry equipment, chest freezers for biological sample storage and a supply of dozens of lithium-based batteries that support fish telemetry research projects conducted by this office and several other cooperating agencies; including USGS, NOAA Fisheries, UC Davis, CDFW and UC Santa Cruz. Air temperatures in the summer in Red Bluff typically exceed 100 degrees Fahrenheit and adequate cooling is needed in this particular storage building to maintain temperatures below 95 degrees Fahrenheit maximum, but also below that to allow staff to work in this area to prepare and demobilize receivers and associated data. Chest freezers perform best in temperatures less than 90 F to avoid risk of motor burnout. The two cooling units in the wetlab have failed and a repair of both the main unit (North) and a back-up (South) unit are being requested.
TIMEFRAME
This work is being requested to be completed in an expedited manner to ensure biological samples and sensitive research equipment are not compromised due to lack of cooling capacity. Work can begin as soon as the contracting documents have been completed (expected date is as soon as possible) and the Contracting Officer has given written acceptance of the contract to the chosen contractor.
Work is to be completed within 30 days of notice to proceed.
