About this file
This is a Questions and Answers document for RFP FA8538-26-R-0012, addressing technical and compliance inquiries related to C-5 Nose Landing Gear Door Actuator Assembly overhaul services.
The Government clarifies that offerors need not source legacy spline measuring tools (ST799 and ST6364) dating to the 1960s but may instead use modern commercially available alternatives that meet technical specifications outlined in the Technical Data Package, with Government approval required after submission of proposed alternate tool specifications. DFARS clause 252.209-7010 was intentionally included based on current Critical Safety Item (CSI) designation from the design control activity for the specified NSNs/part numbers. Qualification requirements for offerors include two technical subfactors: (1) documentation of at least two contracts within the last five years for overhaul of aircraft hydraulic actuator assemblies of similar complexity to C-5 NLG Door Actuators, including contract number, period of performance, government point of contact, and work narrative; and (2) current third-party certification for an ISO 9001 or equivalent quality management system (such as AS9100) from an accredited body. For inspection methods, the Government indicates that drawings for the ST6368 Gear Profile Comparator Overlay and ST799 spline measurement kit are not currently available, but offerors may propose alternative inspection methods to meet the inspection intent if they can demonstrate equivalent capability. The applicable technical manuals are T.O. 9H2-3-77-3 and T.O. 9H2-3-77-4, not the previously referenced T.O. 9H2-2-99-4 and 9H2-2-99-3. There are no specialized insurance requirements for Critical Safety Items beyond standard solicitation terms; CSI compliance is governed by technical qualification, quality control, traceability, and notification requirements including R-DFARS 252.246-7003 as detailed in the Performance Work Statement and Contract Data Requirements Lists.

Q&A - RFP FA853826R0012
Q: Are you able to provide the tech data or a drawing of the tools that are required?
A: Background on the tools: The ST799 and ST6364 spline measuring tools are legacy, proprietary Curtis designs dating back to the 1960s.
The commercial solution: You do not need to source these exact legacy tools. Modern, commercially available substitutes can achieve the same measurement intent. Our engineering team recommends you contact Fowler High Precision to source a tool that meets the spline dimensions called out in the Technical Data Package (TDP) previously provided.
T.O. Authorization: Once you identify and source a modern commercial part number that meets the technical requirements, please submit the specifications to us. The Government will review the technical data and update the T.O. to formally authorize the use of your proposed alternate tool for the inspection process.
Q: Was 252.209-7010 intentionally included in FA8538-26-R-0012 based on a current CSI designation from the design control activity for these specific NSNs/P/Ns, rather than carried over as standard boilerplate?
A: Yes 252.209-7010 was intentionally included in FA8538-26-R-0012 based on current CSSI designation form the design control activity for these specific NSNs/P/Ns.
Q: What does the inclusion of clause 252.209-7010 specifically require of offerors at the proposal stage? DFARS 209.270-3(a) and 209.270-4(b) describe an approved-source/design-control-activity qualification process, but the solicitation itself doesn't lay out a corresponding mechanism (e.g., SAR package, OEM data requirements, or a qualification submission process) for offerors to follow.
A: The only “corresponding mechanism” for the offerors to follow are the technical sub-factors laid out in L&M -
1. “Subfactor One: Nose Landing Gear Door Actuator Assembly Overhaul Experience: Offerors are required to submit documentation demonstrating successful performance of at least two contracts within the last five years for the overhaul of aircraft hydraulic actuator assemblies of similar complexity to the C-5 NLG Door Actuators. This documentation must include the contract number, period of performance, a government point of contact, and a narrative describing the work.
2. Subfactor Two: Quality System: Offerors must provide a copy of a current, third-party certification for a quality management system that meets the requirements of ISO 9001 or an equivalent standard (e.g., AS9100). The certification must be from an accredited body.”
Q: To inspect the gear profiles per the TO, Kit Part Number ST6368 (Gear Profile Comparator Overlay) is required. Are drawings available to manufacture this kit or is there another approved method in the drawings to inspect the gear tooth wear (such as pin over pin)?
A: The drawings are not currently available. The ST6368 is an optical overlay comparator (profile projector), uses light and magnification to project an enlarged silhouette of a manufactured part onto a screen. It allows operators to perform non-contact quality control inspections by measuring dimensions, angles, radii, and checking for surface defects against design specifications. If you have other means to meet the inspection intent, we can adjust.
Q: To inspect the wear on the splines per the TO, Kit Part Number ST799 is required.
Can the spline data be provided so we can manufacturer the required Gage and Setmaster or is there another approved method in the drawings to inspect the spline wear (such as pin over pin)?
A: The drawings are not currently available. The ST799 is a tool kit that consists of several tools that measure internal and external spline using a ball of anvil including the comparator overlay ST6368. If you have other means to meet the inspection intent, we can adjust.
Q: Can you please provide technical orders 9H2-2-99-4, and 9H2-2-99-3 which are needed to overhaul these items?
A: Please be advised T.O.’s 9H2-2-99-4 and 9H2-2-99-3 are not published or active in our inventory. Based on our engineering and technical review of the overhaul requirements, the correct and applicable technical manuals for these items are T.O. 9H2-3-77-3 and T.O.
9H2-3-77-4.
Q: Can you provide the engineering drawings for the Actuator assembly?
A: Drawing 4G94043 is a top-level envelope drawing and would be useful for visualization, though it does not contain manufacturing details. The Technical Order (TO) remains the primary source of Tech Data.
Q: Can you please clarify what the insurance requirements are for this effort since the assets are considered CSI?
A: There are no specialized or supplemental insurance requirements for Critical Safety Items (CSI) beyond the standard terms specified in the solicitation.
For CSIs, compliance is governed by the technical qualification, quality control, traceability, and notification requirements (including R-DFARS 252.246-7003) detailed in the Performance Work Statement (PWS) and associated Contract Data Requirements Lists (CDRLs).
