About this opportunity

The Defense Commissary Agency (DeCA) is soliciting proposals for eCommerce bulk delivery services for dry, chill, and frozen grocery products to be delivered via less-than-truckload (LTL) transportation within a 30-mile radius of brick-and-mortar commissary locations. The contractor must provide a fully functioning Application Programming Interface (API) that integrates with NCR's proprietary FreShop eCommerce platform and handle all aspects of delivery operations, including pick-up, transport, drop-off, personnel, equipment, and supplies. Key requirements include maintaining temperature-controlled transportation, ensuring 98% API system availability, complying with food safety guidelines, and providing qualified drivers with military installation access. The original solicitation was posted on April 29, 2025, with a proposal due date of May 28, 2025; however, subsequent amendments were issued on May 7, 2025 (Amendment 001) and May 16, 2025 (Amendment 0002) with updated information and attachments that must be reviewed for current details. The evaluation will consider the contractor's ability to meet technical specifications, pricing competitiveness, and compliance with subcontracting goals that include small business, service-disabled veteran-owned, veteran-owned, women-owned small business, and HUBZone small business participation targets.

This contract is designated as a Women-Owned Small Business (WOSB) set-aside and falls under NAICS code 484220 (Specialized Freight Trucking, Local). The current incumbent contractor is NCR, whose FreShop application serves as the existing eCommerce platform solution. The contract covers an initial 16-17 commissary locations with potential expansion to up to 170 total locations, and DeCA will provide 30 calendar days' notice for each new location beyond the original base. The base contract period runs from July 24, 2025, to July 23, 2026, with four one-year option periods extending through July 23, 2030, with an estimated annual delivery volume of approximately 2,160 truckload shipments across all locations. The place of performance is Virginia, USA, with delivery services extending within 30-mile radii of active commissary locations throughout the contiguous United States. Specific pricing structures are required to include all costs for labor, transportation, fuel, and accessorial services, with a fuel surcharge mechanism based on diesel price fluctuations exceeding a 10% variance threshold.
