About this opportunity

The Defense Commissary Agency (DeCA) is conducting a Sources Sought and Request for Information (RFI) for a bulk delivery service to transport groceries across commissaries in the Continental United States. The procurement seeks a vendor capable of loading and unloading various grocery items including frozen, chilled, center store, and freshly prepared products on pallets, utilizing temperature-controlled refrigerated trucks with lift gates. Vendors must be able to access military installations, communicate effectively in English, and be registered in the System for Award Management (SAM). Interested parties are required to submit a detailed written response by December 14, 2023, at 3:00 PM EST, addressing their experience with grocery delivery, equipment capabilities, and providing specific company information. The RFI aims to gather market research and identify potential small and large businesses capable of meeting the agency's delivery requirements across multiple commissary locations.

The pre-solicitation does not indicate a specific set-aside designation, and potential delivery volumes range from $1,000 to $20,000 per delivery or up to 210 pallets. Delivery frequencies may fluctuate between 3 to 5 days per week, with no guaranteed quantity or amount of service. The potential contract could potentially cover deliveries to 164 locations across the United States and its territories, as detailed in the attached spreadsheet. Vendors will need to furnish refrigerated vehicles with lift gates, demonstrate the ability to maintain cold chain logistics, and support deliveries to stateside commissaries, including Outpost, Guard, and Reserve bases. While budgetary price estimates are welcome, they are not mandatory at this stage, and the agency emphasizes that this is a market research effort and not a formal solicitation.
