About this file

This document is an Amendment (Amendment 001) to Solicitation HQC00225RE001 for Bulk Delivery Services issued by the Defense Commissary Agency (DeCA) on May 7, 2025. The amendment includes two key attachments: Attachment A (Solicitation Pricing Sheet) and Appendix A (Invoice Template), and introduces a Service Contract Labor Standards Exemption Certification. Offers must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) website.

The amendment clarifies that the contract is potentially exempt from Service Contract Labor Standards statute if offerors qualify under specific criteria. Offerors claiming exemption must clearly identify this in their price proposal with supporting documentation. If the Department of Labor subsequently determines the labor standards statute applies, contractors must comply with labor standards requirements, including wage determinations. However, such a determination would not entitle contractors to contract price adjustments, and the government would not be liable for increased retroactive compliance costs.
