About this file

This is a Project Summary document for a federal construction contract (Project 25-0082) involving the mechanical replacement of HVAC systems in Building HP259, distributed to the DoD community only.

The contractor must provide all material, labor, equipment, and supervision to complete a comprehensive mechanical replacement of the HVAC systems serving Building HP259. The scope includes installation of a new 20-ton split system air handling unit (AHU-1) and matching outdoor air-cooled condensing unit (CU-1), ductwork connections, condensate drain lines, refrigerant piping, and associated electrical and control systems. The new 20-ton system must feature an electronically commutated motor (ECM) fan motor and be compatible with R-454B or R-32 refrigerant. Work includes tying the new split system into existing ductwork and electrical systems, demolishing and replacing specified refrigerant lines, condensate lines, and associated controls, and providing new electrical connections with a new disconnect for CU-1 in existing disconnect locations, completely replacing old circuits, breakers, and conduit.

The project has specific operational constraints: all work within the building (excluding the mechanical room) must occur strictly outside standard operating hours (weekdays 0800–1630) to minimize disruption to ongoing operations. All power outages must be scheduled on weekends or outside normal working hours with a minimum of five business days' advanced notice to the Contracting Officer. The building can remain occupied and functional during construction, with all work confined to the mechanical room and outdoor area surrounding it, aside from equipment and contractor access to the site. Supporting documentation includes contract drawings (sheets G001 through E103), specifications, and a submittal register.

SCOPE OF WORK:

THE CONTRACTOR SHALL PROVIDE ALL MATERIAL, LABOR, EQUIPMENT, AND

SUPERVISION REQUIRED TO ACCOMPLISH THE FOLLOWING:

COMPLETE MECHANICAL REPLACEMENT OF THE HVAC SYSTEMS SERVING BUILDING

HP259, INCLUDING THE INSTALLATION OF A NEW 20-TON SPLIT SYSTEM AIR HANDLING

UNIT (AHU-1) AND MATCHING OUTDOOR AIR-COOLED CONDENSING UNIT (CU-1),

DUCTWORK CONNECTIONS, CONDENSATE DRAIN LINES, REFRIGERANT PIPING, AND

ASSOCIATED ELECTRICAL AND CONTROL SYSTEMS.

GENERAL DESCRIPTION

REPLACE THE EXISTING SPLIT SYSTEM AIR HANDLING UNIT (AHU-1) AND MATCHING

OUTDOOR CONDENSING UNIT (CU-1) WITH A NEW 20-TON SYSTEM FEATURING AN ECM

FAN MOTOR, COMPATIBLE WITH R-454B OR R-32 REFRIGERANT. TIE THE NEW SPLIT

SYSTEM INTO EXISTING DUCTWORK AND ELECTRICAL SYSTEMS. DEMOLISH AND

REPLACE SPECIFIED REFRIGERANT LINES, CONDENSATE LINES, AND ASSOCIATED

CONTROLS. PROVIDE NEW ELECTRICAL CONNECTIONS, FOR THE AHU-1 AND A NEW

DISCONNECT FOR CU-1 IN EXISTING DISCONNECT LOCATIONS, COMPLETELY REPLACING

OLD CIRCUITS, BREAKERS, AND CONDUIT.

IMPACT STATEMENT:

DUE TO THE DEMOLITION AND INSTALLATION OF THE MAIN 20-TON AIR HANDLER AND

ASSOCIATED CONDENSING UNIT, WORK WITHIN THE BUILDING (EXCLUDING THE

MECHANICAL ROOM) MUST BE PERFORMED STRICTLY OUTSIDE OF STANDARD

OPERATING HOURS (WEEKDAYS 0800–1630) TO MINIMIZE DISRUPTION TO ONGOING

OPERATIONS. ALL POWER OUTAGES MUST BE SCHEDULED ON WEEKENDS OR OUTSIDE

NORMAL WORKING HOURS, REQUIRING A MINIMUM OF FIVE (5) BUSINESS DAYS'

ADVANCED NOTICE TO THE CONTRACTING OFFICER. BUILDING CAN REMAIN OCCUPIED

AND FUNCTIONAL; ALL WORK WILL BE IN THE MECHANICAL ROOM AND IN OUTDOOR

AREA SURROUNDING IT (ASIDE FROM EQUIOPMENT AND CONTRACTOR ACCESS TO THE

SITE).
