About this file

This is a Scope of Work for a federal facility modernization project. The SH50 Replace Water Source Heat Pump Project (25-0063) is a turnkey modernization of Facility SH50's mechanical, hydronic, and energy-management systems scheduled for execution between April 1, 2026 and April 1, 2027. The project requires complete removal and certified off-site disposal of nine water-to-air heat pumps, one water-to-water heat pump, one air handling unit, two pumps, and associated legacy controls, sensors, and wiring. The contractor must install government-provided portable heat pumps to maintain temporary heating and cooling in Conference Room and Rooms 102, 104, 107, and 111 during renovation.

The scope includes installation of nine new high-efficiency water-to-air heat pumps, one new water-to-water heat pump paired with a matching air handling unit, new secondary drain pans and condensate piping, and replacement of geothermal loop gauges with high-accuracy thermometers. Additional work encompasses preservation and reuse of existing distribution piping, ductwork, and structural hangers; protection of the existing electric pipe heat trace system; installation of a new central BACnet supervisory controller with full integration of all mechanical equipment; geothermal loop flushing and refilling with chemical treatments; comprehensive testing, adjusting, and balancing by an independent certified agency for both hydronic and air-side systems; and electrical connections to new equipment with specific breaker replacements for three units. Key execution constraints include maintaining facility occupancy throughout the project, obtaining written approval for any utility shutdowns at least 14 days in advance, and prohibiting on-site demolition until all major replacement equipment has been delivered and verified.

Building SH50 Scope of Work

Facility SH50 Water Source Heat Pump Replacement Project 25-0063

• Project Name: SH50 Replace Water Source Heat Pump Project (25-0063)

• Location: Facility SH50

• Objective: A turnkey modernization of the facility's mechanical, hydronic, and energy-management systems. This includes replacing legacy heat pumps and controls with new, high-efficiency equipment and integrating them into an upgraded Building Automation System (BAS).

Key Execution Constraints

• Facility Occupancy: The facility will remain occupied throughout the project.

• Equipment changeovers to occur between April 1, 2026 through April 1, 2027.

• Equipment On-Site: On-site demolition cannot begin until all major replacement equipment has been delivered and verified on-site.

• Utility Outages: A written request for any utility shutdown must be submitted and approved at least 14 days in advance.

• Contractor to install government provided portable heat pumps (dual-mode environmental controls units) to provide temporary heating and cooling for the space during renovation for Conference Room, Room 102, 104, 107 & 111. Route portable heat pump exhaust air through ceiling tile and exhaust in attic space.

Scope of Work Highlights

1. Demolition:

• Complete removal and certified off-site disposal of nine (9) water-to-air heat pumps (WAHP), one (1) water-to-water heat pump (WWHP), one (1) air handling unit (AHU), Pump 1 & 2, and all associated legacy DDC controls, sensors, and wiring.

2. Preservation:

• Existing distribution piping, ductwork, and structural hangers are to be protected and reused.

• The existing electric pipe heat trace system must be carefully preserved and protected during work.

• Existing DDC control panels may be reused if they are in good condition.

3. New Equipment Installation:

• Installation of nine new high-efficiency Water-to-Air Heat Pumps (WAHP-1 through WAHP-9).

• Installation of one new Water-to-Water Heat Pump (WWHP-1) paired with a matching Air Handling Unit (AHU-1).

• Installation of new secondary drain pans and condensate piping.

• Replacement of old geothermal loop gauges with new high-accuracy thermometers.

• Installation of new pumps 1 & 2.

4. Building Automation System (BAS) & Controls:

• Installation of a new central BACnet supervisory controller.

• Full integration of all new mechanical equipment into the DDC system using factory-supplied BACnet interfaces.

• Upgrading controls for auxiliary equipment, including pumps, fans, and heaters.

5. Hydronic System Work:

• The geothermal piping loop will be flushed, cleaned, and refilled with water and chemical treatments to protect the new equipment.

6. Testing, Adjusting, and Balancing (TAB):

• An independent certified agency must perform comprehensive TAB for both the hydronic (water) and air-side systems to ensure they perform according to design specifications.

7. Electrical Work:

• Provide electrical connections to all new mechanical equipment, reusing existing circuits where possible but replacing specific breakers for WAHP-7, WWHP-1, and AHU-1 to match new equipment loads.
