About this opportunity
The USDA Animal and Plant Health Inspection Service seeks building envelope and HVAC renovation for its Subtropical Horticulture Research Agricultural Research Service Station facility in Coral Gables, Florida, with proposals due August 28, 2026. This is a Total Small Business set-aside.
Place of performance is Palmetto Bay, Florida (13601 Old Cutler Road, Coral Gables, 33158). The facility comprises approximately 6,000 square feet of laboratory and office space. The project addresses condensation accumulation in existing ductwork causing water damage and laboratory humidity levels exceeding acceptable ranges (70% or higher). Scope includes roof replacement with 1.5-inch standing seam metal panels over polyisocyanurate rigid foam insulation; replacement of one air-cooled chiller (60-ton capacity) and associated chilled water pumps; installation of new ductwork and variable air volume terminal units; and implementation of a new direct digital control (DDC) Building Automation System with BACnet integration. Work must comply with the 2023 Florida Building Code and current ASHRAE standards. A&E firm Clark Nexsen provided design and retro commissioning services. All roofing products require current Notice of Acceptance from the State of Florida for High Velocity Hurricane Zone compliance. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC is Y1JZ (Construction of Miscellaneous Buildings). Construction is phased with a minimum 21-day buffer between phases to maintain building occupancy; work hours are limited to 8 a.m. to 5 p.m. Monday through Friday. Prevailing wage determination applies (General Decision FL20260215, effective May 18, 2026, including Davis-Bacon Act compliance and Executive Order 13706 paid sick leave requirements). The performance period is 240 days, firm-fixed price. Notice to Proceed for Construction is due within 5 days of award. Amendment 3 (August 24) corrected the NAICS code. Amendment 2 (August 17) extended the closing date to August 28, 2026 at 1 p.m. ET. Amendment 1 (July 31) incorporated 100% for-construction drawings and specifications by Clark Nexsen.
