About this file

Summary

This file is a Pre-Proposal Inquiries (PPI) document for USDA Solicitation #12639526Q0232, a building envelope and HVAC renovation project at Building 63 in Coral Gables, Florida. The document contains 40 questions submitted by potential contractors with corresponding answers provided by the government on August 5, 2026. The proposal due date was subsequently extended to August 28, 2026, with notice to proceed to be issued after receipt of bonds and certificates of insurance.

The scope encompasses roof replacement with standing-seam aluminum panels (12-inch width, 1.5-inch seam height, smooth texture acceptable) over polyisocyanurate insulation with standard-faced boards, HVAC system upgrades including chiller and pump replacement (no temporary chiller required), new building automation system with BACNet controls for the entire building, lightning protection system with UL certification, and interior protection of occupied areas from dust, debris, noise, and water infiltration. Key specifications address wind pressure calculations using Allowable Stress Design methodology, slip sheet and underlayment requirements, fastener corrosion resistance per warranty requirements, roof panel finish options (Kynar 500/Hylar 5000 acceptable), and material standards compliance. The contract is firm-fixed price with a 240-day performance period, though the government acknowledged supply chain issues may warrant consideration of extended timelines. Past performance documentation may include JV projects and subcontractor work, with CPARS reports welcomed as proof of performance. The project maintains occupancy during construction, with contractor laydown area and parking to be discussed at the pre-construction meeting.

Number Question Request Date

Answer

1 Has any mold or asbestos been identified in the building? If so have survey's been completed? 8/5/2026 No survey has been done 2 Can one person serve as QCM, Superintendent, and SSHO? 8/5/2026 No. A superintendent can have one other responsibility.

The specified system does not appear to have an approval. Specification Section 074113.16 requires standing seam aluminum roofing over 4" polyisocyanurate insulation and ½" cover board and plywood deck. Please identify the approved Miami-Dade NOA/FBC assembly intended for use, including insulation attachment method, clip support system, and required design pressures. I am not aware of any that allow this system.

8/5/2026

Miami-Dade County no longer reviews or approves assemblies. Approvals are now provided by the State of Florida under the Florida Building Code. The roof assembly as-designed is based on Englert 1300 Series panels, using the assembly described in Florida Product Approval # FL 11727.6 R17. A copy of the approved asembly is attached. Englert 1300 series was also approved by Miami-Dade for compliance. Provided all other requirements are met, other products approved for this assembly are acceptable.

The specified system does not appear to be a UL Class A assembly. Please clarify the required UL Class A roof assembly for specified standing-seam metal roofing system, as the contract documents require a standing-seam aluminum roof installed over 4 inches of polyisocyanurate insulation, a 1/2-inch HD cover board, and a wood deck, but do not identify the corresponding UL Class A assembly designation, approved manufacturer system, or assembly configuration needed to achieve the required fire classification.

8/5/2026 Roof panels may be of Class A, B, or C.

5 Should two layers of polystick XFR underlayment be used to achieve the UL Class A assembly in lieu of Grace? 8/5/2026 Yes.

6 Is there any existing insulation beneath the existing roof system (above the deck)? If so, what thickness? 8/5/2026 There is no existing insulation above the rood deck.

7 Is any interior protection required? If so, please specify scope and locations. 8/5/2026 Yes. Protect all occupied areas from dust, dirt, debris, noise and water infiltration. Additional information is outlined in Sections 024119 and 074113.16

Please confirm whether the roof wind pressures indicated on Drawing S-001 are Ultimate Wind Pressures. If so, please confirm that it is acceptable for the Contractor to convert these values to Allowable Stress Design (ASD) pressures by applying a factor of 0.60 for use in roofing system approvals and product selection.

8/5/2026

Yes, the use of ASD wind pressures in conjunction with appropriate safety factors is permitted as allowed by Code and material standards. As stated on S-001: WIND PRESSURES INDICATED ARE

AT STRENGTH LEVEL (WIND LOAD FACTOR = 1.0). MULTIPLY PRESSURES BY 0.6 TO

OBTAIN SERVICE-LEVEL PRESSURES.

9 What panel width is required for the standing seam panels? 8/5/2026 Provide 12" wide metal roof panels.

Roof drawings indicate a 1.5-inch standing-seam height; however, the specification describes a mechanically seamed standing-seam roof system (which usually have 2” high seams) and does not identify a basis-of-design panel profile. Please confirm the intended basis-of-design panel, clarify whether the required system is mechanically seamed or snap-lock, and confirm the required seam height for bidding purposes.

8/5/2026 Provide metal roof panels with 1.5" standing seam height.

Specification Section 074113.16 requires installation of a slip sheet over the self-adhered high-temperature underlayment prior to installation of the standing-seam metal roofing system; however, no slip-sheet material, manufacturer, thickness, or performance criteria are identified. Please confirm whether a separate slip sheet is required and, if so, provide the specified material and installation requirements.

8/5/2026 Provide the standard slip sheet products meeting requirements by the metal roof panel manufacturer. All products in the roof assembly shall meet Roofing Manufactuer's warranty and Florida Building Code requirments.

12 Please clarify what product “plywood backing panels” is referring to in 06100. 8/5/2026 No specific application for plywood backing is being called out.

13 Please clarify if 2x wood blocking in the roof system needs to be Pressure Treated or Fire Retardent Treated. 8/5/2026 As required in section 061000, section 2.2, interior wood blocking must be pressure treated to use category UC2 in accordance with AWPA U1. Roof system blocking and framing need not be fire-retardant treated.

Specification Section 074113.16 requires polyisocyanurate insulation with coated glass-fiber (CGF) facers and a minimum compressive strength of 25 psi. These are premium options. Please confirm it is the intent to use these upgraded requirements, or if 20 psi standard faced insulation can be used.

8/5/2026 Provided all other requirements ar met, standard-faced insulation boards are acceptable.

15 Please clarify what compressive strength is required for the HD cover board. 8/5/2026 Polyisocyancurate cover board shall have a compressive strength of 100 psi and have demonstrated compliance with requirements for ASTM C1289 Type II, Grade 2.

Specification Section 074113.16 identifies steel clips as galvanized or aluminum-zinc alloy coated steel;

however, standing-seam roof system manufacturers commonly require stainless steel clips and fasteners for aluminum roof panels in coastal environments to satisfy warranty and corrosion-resistance requirements. Please confirm whether stainless steel clips and fasteners are required.

8/5/2026 The contractor must provide fasteners that satisfy warranty requirement.

Specification Section 074113.16 requires an embossed texture on the 0.032-inch aluminum roof panels. This requirement significantly limits the number of manufacturers and standing-seam panel systems that can comply with the specification. Please confirm that an embossed panel surface is required for this project or advise whether smooth-finish aluminum panels are acceptable.

8/5/2026 Provided all other requirments are met, roof panels with a smooth texture are acceptable.

Specification Section 074113.16 requires a three-coat fluoropolymer (PVDF) finish for the standing-seam metal roof panels. A 3-coat PVDF finish is a custom finish and may not be available with the specified finish warranty. Please confirm whether a standard two-coat PVDF (Kynar 500®/Hylar 5000®) finish meeting the manufacturer's standard warranty is acceptable in lieu of the specified three-coat finish.

8/5/2026 Provided all other requirments are met, roof panels with Kynar 500/ Hylar 5000 are acceptable.

19 How will unforeseen material cost increases be handled? 8/5/2026 It will be a firm-fixed price contract.

Can you please advise if wind mitigation testing is required for this project? If so, can you confirm that wind mitigation enhancements per the testing will be issued via change order and the project duration will be necessarily adjusted due to the unforeseen condition?

8/5/2026 Wind Mitigation Inspection is not a technical requirement.

21 Is this building FM insured? If so, please provide the required FM ratings for each zone for the attached roofs? 8/5/2026 No

22 Please confirm new BACNET Control System that is being installed into the renovated portions of the building is compatible with existing system that will remain in the unrenovated areas. 8/5/2026 The entire building is to receive new BACNet controls.

23 Since this work includes general renovation, roofing and HVAC can the 238220 NAICS code be revised to the more general NAICS code 236220? 8/5/2026 NAICS is corrected by amendment.

24 The duration of this work is 240 days. We have identified long lead items that normally take 14-16 weeks to receive once ordered. Can the duration be increased to 365 days to account for the long lead times? 8/5/2026

Supply chain issues will be considered in the performance period.

25 Much of this work is roofing and general construction. Can the NAICS code be changed to the general construction NAICS code of 236220? 8/5/2026 NAICS is corrected by amendment.

26 For HVAC system we are required to install new system for a portion of the building. Will the new system be compatible with the existing system that will remain in the unrenovated areas? 8/5/2026

Question is unclear. The entire buidling is to receive new HVAC controls, existing AHUs and VAVs are to be repaired and reused, and electric duct heaters and exhaust fans are to replaced. Please identified the "new systems" that are of a concern.

Our major subcontractor used to be our JV partner and we have many projects we accomplished together during those 6 years. Can we use JV projects as past performance? Can we use our major subcontractors projects as past performance?

8/5/2026 JV projects, yes. Subcontractors, depends. Submit the information.

The requirement for proof of past performance is not clear. For projects we use as past performance can we submit a copy of our CPARs. CPARS have several categories such as scheduling, management, quality, safety etc... that are rated and are usually proof of acceptable performance? What else is required to show we meet all the requirements in the past performanc paragraph on pages 4-5 of 16?

8/5/2026 CPARS reports are always welcome.

29 In the scope of work part 5.0 it shows 14 days for Shop Drawings, product data submittals. Is this 14 days after award? 8/5/2026 After notice to proceed.

Attachment 3 Specifications. 1.5 Contractors use of site and premises. States we must keep area clear and we noticed there is limited parking near this building and the building is to remain occupied during construction. Is there an area adjacent to the building that will be set aside for contractor laydown area and parking for our personnel?

8/5/2026 That can be discussed during the pre-con meeting.

What is USDA policy for timing of the NTP? Some agencies issue NTP after COI and bonds are accepted and others issue NTP after all preconstruction submittals are submitted and approved by the government. How does the USDA prefer to time the NTP?

8/5/2026 It's issued after receipt of bonds.

32 Specifications 013300 under submittal procedures A. 2. This paragraph mentions Web- Based PM Software. Is there a specific web based software we will be required to use? 8/5/2026 No specific software is required.

Currently the proposal due date is August 19th. With all the questions we have submitted even if they are answered within a few days it would be very difficult to get subcontractor quotes back that quickly and decide which projects to use as past performance. Will you please extend the due date to Sept 2, 2026 to allow us to put together a quality proposal?

8/5/2026 The closing date is Aug 28.

Plan Sheet M-802 – Chiller Plant DDC Points List, Note #3, states that “chiller replacement is Bid Alternate #1.” Please confirm whether the chiller replacement should be included as Bid Alternate #1. 8/5/2026 Original bid drawings drawings are to be replaced. There is no bid alternates and chiller and pump replacements are base bid.

35 Please provide the approved manufacturers for the air-cooled chiller. 8/5/2026 Manufactures must meet the preformance specifications .There is no list of "approved manufacturers."

36 Please provide the approved manufacturers for the BAS software. 8/5/2026 Manufactures must meet the preformance specifications .There is no list of "approved manufacturers."

37 Please confirm whether UL certification is required for the lightning protection system. 8/5/2026 Yes UL certification is required 38 Please confirm whether a temporary chiller is required during the chiller and pumps replacement. 8/5/2026 No temporary chiller is requried, all shut downs are to be coordinated with the owner.
