About this file
This is a Statement of Work for the Building 63 Envelope and HVAC Renovation project at the USDA Subtropical Horticulture Research Agricultural Research Service (ARS) Station in Coral Gables, Florida (Contract 12639526Q0232). The project involves renovating approximately 6,000 square feet of lab and office space to address moisture and humidity control issues caused by condensation in the ductwork and an inadequate HVAC system. The HVAC system currently consists of one air-cooled chiller, associated pumps, and two variable air volume air handling units, with laboratory humidity levels exceeding acceptable ranges (currently at 70% or higher). Design documents and specifications were prepared by Clark Nexsen and dated July 30, 2026, and the contractor must furnish and install all labor, materials, and equipment to execute the renovation work including roof, HVAC, Building Automation System (BAS), and chiller components.
The contractor is responsible for preconstruction services including attending pre-bid and post-award meetings, field investigation and site surveys, providing an itemized proposal and construction schedule, shop drawings and product data submittals, and a submittal register. During the construction phase, the contractor must participate in regular progress meetings (cadence to be determined), maintain compliance with all applicable building codes and environmental permitting requirements, and coordinate with USDA occupants who will remain at the facility during construction with a required 72-hour advance notice for operations-affecting activities. The contractor must provide record drawings in both half-size prints and electronic formats, obtain warranties, provide user training, and submit written certification of compliance. Project contacts include Contracting Officer Jim Roloff, Engineering Project Manager Gordon Limbaugh, and COR Glenn Hall. Shop drawings and product data require a minimum of 14 days for government review, with Notice to Proceed for Construction within 5 days of award, and closeout/warranty documentation due within 14 days of project completion.
