This is a specifications document and contract requirements manual for the APHIS Building 63 Envelope and HVAC Renovation project located in Coral Gables, Florida. The project involves replacing the building roof, modifying the building insulation envelope, replacing the HVAC system including an air-cooled chiller and associated pumps, installing building controls, and commissioning all equipment to address moisture and condensation issues affecting approximately 6,000 square feet of laboratory and office space. The work is organized under a single prime contract executed in phases to maintain building occupancy during construction. Key technical divisions covered include procurement and contracting requirements (Division 00), general requirements (Division 01), existing conditions demolition (Division 02), metals (Division 05), wood and composites (Division 06), thermal and moisture protection including roof panels and insulation (Division 07), finishes including painting (Division 09), HVAC systems with ductwork, chillers, controls, and commissioning (Division 23), and electrical work including lighting and controls (Division 26). The contractor must maintain the building in a weathertight condition, coordinate with full owner occupancy throughout construction, limit work hours to 8 a.m. to 5 p.m. Monday through Friday, comply with strict fire prevention protocols, implement an Accident Prevention Plan with designated Site Safety and Health Officers, prepare Activity Hazard Analyses for high-risk work, establish an Indoor Air Quality Management Plan meeting ANSI/SMACNA 008 standards, and submit detailed submittals including product data, shop drawings, and test reports for government approval with 15-day review periods.
