About this opportunity
The Department of the Army National Guard is procuring HVAC repair and replacement services for Building 1 at Blue Ash Air National Guard Base through a firm fixed-price sealed bid solicitation under full and open competition. The scope of work includes removal and disposal of the existing 30-ton rooftop unit (RTU), installation of a new RTU with curbing as required, replacement of the Direct Digital Control (DDC) system with new controls on all HVAC components, provision and configuration of new DDC headend equipment and workstation, and replacement of roof access ladder and handrail to OSHA standards. Contractors must comply with Davis-Bacon wage rates, RFC 3-410-02 standards for the DDC system using BACnet technology and Niagara 4 software, and all applicable UFC, UFGS, NEC, and Ohio Building Code requirements. The government will award the contract to the responsible offeror with the lowest price, and offerors must submit sealed bids by 2:00 PM local time on March 13, 2026, with questions due no later than seven working days prior to the deadline. An organized site visit was held on February 19, 2026, and the most recent solicitation amendment (Amendment 0002) extended the bid deadline by seven days to allow additional time for contractor inquiries.
This procurement carries no set-aside designation and involves no identified incumbent contractors. The estimated contract value falls between $100,000 and $250,000, with a bid bond required equal to 20 percent of the bid price or $3,000,000, whichever is less. The contractor must begin performance within 10 calendar days of receiving notice to proceed and complete all work within a maximum of 90 calendar days, with site access limited to 7:00 a.m. to 4:30 p.m., Monday through Friday. A mandatory full-time superintendent must be present on-site at all times, and the contractor must provide a one-year warranty on all materials and labor. The work is located in Blue Ash, Ohio at Building 1 of the Blue Ash Air National Guard Base, with the DDC headend unit to be installed in Building 2, and all inquiries should be directed to Kurt Becka or Seth Taylor at the provided contact information.
