About this file

This is a Questions and Answers document related to a federal contract solicitation for building systems upgrades and maintenance.

The document addresses five key inquiries from potential contractors. Regarding roof work, the government clarifies that the roof is not under warranty and the roof hatch does not require replacement; rather, the ladder must be replaced with proper rung spacing distance from the top rung to the roof membrane, with existing roof plans provided but requiring field verification. For the Direct Digital Control (DDC) system, the government specifies that the system cannot be web-based, must reuse the existing internetwork, and must comply with BACnet standards using Niagara 4 software, with reference to UFC 3-410-02 for detailed requirements. Regarding existing temperature controls, the government indicates the thermostat manufacturer could not be identified as they were installed by Innovative Energy Systems using a proprietary key, with a photo provided for reference. The government also confirms that a sign-in sheet is attached to the solicitation post and that photos of the Variable Air Volume (VAV) system have been provided to potential bidders.

1. We will need to re-flash the roof after removing and replacing the roof hatch. Is the roof under warranty and what type and thickness is it?

The roof is not under warranty. We don’t believe the roof hatch needs replaced.

Rather, the intent is to replace the ladder itself with proper rung spacing distance from the top rung to roof membrane. Existing roof plans are attached but must be field verified for correctness.

2. Can the new DDC system be a web-based platform?

The new DDC system cannot be web-based. The existing internetwork should be re-used. System must be BACnet – the Niagara 4 software is currently used. Refer to UFC 3-410-02: Direct Digital Control for HVAC and Other Building Control Systems for more detailed requirements.

3. The existing temperature controls are by what manufacturer or supplier?

The existing thermostats manufacturer could not be identified. They were installed by Innovative Energy Systems who used a proprietary key to secure them to the wall plate. We’ve provided a photo of the thermostat.

4. Please provide sign-in sheet.

Attached to solicitation post.

5. Please provide photos of the VAV.

Photos provided.
