About this opportunity
The Department of the Air Force Space Command is soliciting quotes for furnishing and installation of a chilled water system replacement at Buckley Space Force Base in Aurora, Colorado, with proposals due September 28 by 1600 MDT. This is a 100% small business set-aside (NAICS 238220, size standard $19 million).
The procurement requires two MTA TAEevoTECH 121 air-cooled scroll chillers with integrated pumps, on-board buffer tanks, closed expansion tanks, and modularity kits, compliant with MTA Guide Specifications. The equipment must fit on an existing concrete pad measuring 19'-11" L × 12'-8" W × 6'-8" H with a maximum operational weight of 12,000 lbs; if dimensions are exceeded, the contractor must extend the pad. The system must provide N+1 redundancy, integrate with the existing 460V, 60 Hz, 3-phase electrical supply, and integrate with the existing Energy Management Control System via BACnet/IP to a Tridium Niagara 4.15 supervisor. The contractor shall provide all piping tie-ins, isolation valves, glycol feeders, emergency chilled water tap connections with quick-connect fittings, system flushing and recharging with 30% propylene glycol solution, and full commissioning. Period of performance accommodates six-month equipment lead times for BAA-compliant equipment; the government provides temporary cooling during manufacturing. All technicians must be certified and licensed for chilled water system installation with specialized certification for computer/server room chilled water systems. Work must comply with UFC standards (3-401-01, 3-410-01, 3-410-02, 3-501-01, 3-520-01, 3-600-01, 4-010-06), UFGS, NEC 2026, IBC 2018, NFPA standards, and state and local building codes. Award will be Lowest Price Technically Acceptable; evaluation criteria include price (reasonable, complete, balanced), technical capability (detailed explanation of how requirements will be met), past performance (two citations demonstrating recent relevant Trane chiller installation experience on military or government installations within the past five years), and compliance with all RFQ requirements. All contractor employees must pass background checks to enter the installation. Prospective offerors must be registered in SAM.gov at time of quote submission. A mandatory site visit is scheduled for September 1 at 1330 MDT; attendee names must be provided by August 31 at 1000 MDT. Questions following the site visit were due September 3 at 1000 MDT and have been answered. Design-build delivery with Professional Engineer stamped drawings is required.
