About this file
This document is a specification sheet for Building Management System (BMS) and HVAC controls installation and integration requirements for a federal facility project.
Hardware and Equipment Requirements: Contractors must install Rib Relays with Hand-Off-Auto switches (preferred RIB2401SB), UPS systems with hot-swappable boards (preferred PSH600-UPS with NEMA 1 Enclosure) for all web-based controllers such as Jace units, and wet differential pressure transducers in both hot and chilled water piping. Air pressure transducers must be located on main supply ducts, outside air sensors on north-facing walls, and building static sensors must be installed or verified operational. All thermostats must comply with ADA requirements with tops not exceeding 48 inches above finished floor. Relays must be mounted in interior spaces or NEMA-rated enclosures appropriate to environmental conditions. 24VAC circuits must utilize centralized transformers (preferred PSH500A) with no field transformers permitted.
Software, Controls, and Documentation Requirements: The system must be Niagara-compliant and use only Jace 9000 or newer models unless web-based controllers can self-report to N4 Supervisor. Third-party EMCS equipment including chillers, boilers, generators, and variable frequency drives must have supplied and installed BACnet boards with all points integrated to the EMCS system. Web-based controllers are limited to projects with 30 or more controllers; all sub-controllers must use BACnet MS/TP protocol with maximum 32 devices per subnet. Contractors must provide N4 Supervisor license upgrades plus 10% additional points. All wiring must be single-run with machine-made labels, conduit and boxes must meet current NEC standards, and contractors must document MAC addresses, serial numbers, controller locations, system power and RS485 routing maps, and final commissioning reports showing 100% of mechanical equipment functionality. Equipment start-up is scheduled 30 minutes before building opening to ensure conditioned space and energy efficiency, with defective equipment reported immediately upon discovery.

Text version
• Contractors should use Rib Relays with HOA (Hand-Off-Auto) switches (preferred
RIB2401SB).
• Contractor should install UPS with hot swapable board (preferred PSH600-UPS with NEMA 1 Enclosure) for all web-based controllers (i.e. Jace).
• MAC, Serial numbers, and location (building floor and room numbers) for all controls listed in the notes for all controllers in program details.
• Wet Differential Pressure Transducers in both Hot and Chilled water piping. Location will be provided on graphic.
• Air Pressure Transducers located on the supply duct (in main line). Location will be provided on graphic.
• Outside Air (OA) Sensors shall be placed on North Facing walls and will be wired back to boiler controls.
• Factory OA Sensors shall be located next to the Outside Air Sensors for EMCS local control (i.e., lag boilers should be able to sense OA in event of Catastrophic failure).
• Contractor shall give a final commissioning report showing 100% of Mechanical equipment (to include but not limited to boilers, AHU, RTU, Chiller, VAV’s, FPB’s).
• Contractor shall report any defective equipment to project manager immediately upon discovery and proper testing’s (i.e., Hot water valve has been commanded, voltages verified but valve doesn’t move).
• Contractor shall provide a system map of how power and RS485 is run in building. If repeaters are used, then locations shall be provided on front end graphics.
• On controllers 100% shall be fully open and 0% shall be fully closed (even if equipment operates backwards).
• All thermostats shall be mounted within Americans with Disabilities Act (ADA) top of thermostat may not be higher than 48” after finished floor.
• All relays must be mounted in an interior space or inside of a NEMA enclosure that is rated for the conditions (i.e., NEMA 4 rated enclosure for outdoor equipment that is susceptible to water being sprayed on it).
• Conduit, hangers and boxes must meet or exceed the current version of the National Electrical Code (NEC) Book.
• Wires must be a single wire back to its respective panel unless devices are inline (such as RS485, power for controllers, or signal for multiple actuators). There is to be no splices in boxes if this can be.
• Start-up on equipment is building opening time -30 minutes to ensure conditioned space and maximum energy efficiency.
• 120VAC circuit must be clearly identified with correct panel and circuit numbers to ensure safety of technicians working on them.
• 24VAC circuits must be clearly identified with Shop drawings (Red lines) to ensure safety of technicians working on that circuit. No field transformers shall be installed and must return to a centralized area (i.e., mechanical or electrical room.) Preferred
PSH500A.
• Upon completion of Test and Balance (TAB) contractor must turn over documentation of proper air flow setpoints and report any discrepancies to EMCS/HVAC immediately.
• Contractor shall install or verify Building Static sensors are in operational condition.
• Contractor shall use EMCS provided computer once device is connected to the network to ensure proper security protocols.
• Wires must be properly labeled, and a label tab needs to be made with label maker instead of handwritten. Including but not limited to devices, and controllers.
• All 3rd party EMCS equipment (i.e., chillers, boilers, generators, Variable Frequency Drives, etc.) must have supplied and installed BACnet boards and all points integrated to the EMCS System.
• Only Jace 9000 or newer models may be installed. Unless web-based controller can self-report to N4 Supervisor.
• System must be Niagara compliant and integrate seamlessly.
• Contractor to provide license upgrade for N4 supervisor plus 10% additional points.
• Web based controllers are to be used only when => 30 controllers are used, all sub controllers shall use BACnet MS/TP.
• MS/TP runs cannot exceed 32 devices on each subnet.
