About this file
This is a Memorandum for Record from the Air Force Civil Engineer Center (AFCEC) approving HVAC chiller system manufacturer standardization across 20 Air Force installations dated April 8, 2025.
AFCEC/CO has approved standardized chiller system manufacturers for the following installations and their respective Civil Engineer Squadrons: RAF Alconbury/Molesworth (423 CES), Arnold AFB (704 CES), Beale AFB (9 CES), Buckley AFB (460 CES), Dyess AFB (7 CES), Eglin AFB (96 CES), F.E. Warren AFB (90 CES), Goodfellow AFB (17 CES), Homestead ARB (482 CEC), Kirtland AFB (377 CES), Lajes Field AB (765 ABS), Los Angeles AFB (61 CES), MacDill AFB (6 CES), Minot AFB (5 CES), Patrick/Cape Canaveral (45 CES), Schriever SFB (50 CES), Spangdahlem AB (52 CES), Vandenberg SFB (30 CES), Wright Patterson AFB (88 CES), and Yokota AB (374 CES). Approved manufacturers include Trane, Carrier, Johnson Controls/York, UNIFLAIR/Dunham Bush/Airdale, Quantech, CIAT, and Nippon Carrier, with selections varying by installation based on individual base analyses. Annual comprehensive inventory analyses are required to document standardization progress, evaluate any changes in decision factors, and confirm no external factors warrant manufacturer reconsideration. If changes are necessary, installations must submit a new Memorandum of Request with supporting analysis. Points of contact for implementation questions are Primary POC Mona Morsi (DSN 523-6264, Mona.Morsi.1@us.af.mil), Alternate POC Mr. Day Stephen (DSN 523-6363, stephen.day.1@us.af.mil), or the AFCEC Reachback Center (AFCEC.RBC@us.af.mil).

2. Approval for Manufacturer Standardization: The Air Force Civil Engineer Center Operations Directorate (AFCEC/CO) has reviewed and approved the request submitted by the listed installations. The analyses conducted by each base effectively justify the use of the chosen manufacturer.
3. The comprehensive inventory analysis is to be repeated annually. The purpose of this secondary analysis is to document the installation’s progress in standardizing HVAC chiller systems, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved manufacturer. Should the BCE determine that a change in manufacturer is required, a new Memorandum of Request (MOR) and analysis will be accomplished.
4. Please direct any questions and/or concerns regarding implementation of this guidance to Primary POC: Mona MORSI, DSN 523-6264, Mona.Morsi.1@us.af.mil, Alternate POC: Mr. Day Stephen, DSN 523-6363, stephen.day.1@us.af.mil, or to the AFCEC Reachback Center at AFCEC.RBC@us.af.mil.
