About this file

This is a Statement of Work (SOW) for the replacement of a chilled water system serving Building 1028 at Buckley Space Force Base, Colorado, dated May 20, 2026.

The contractor must provide all labor, materials, tools, and equipment necessary to replace the degraded chilled water system, including the chiller and all associated distribution components. The new system must be based on Trane-series equipment to support standardization goals. Technical specifications require the chiller to fit within the existing concrete pad dimensions (19'-11" L x 12'-8" W x 6'-8" H), with an operational weight not exceeding 12,000 lbs. The system must integrate into the existing 460V, 60 Hz, 3-Phase electrical supply and comply with UFC 3-501-01. The contractor shall provide piping tie-ins, isolation valves, glycol feeder components, and emergency chilled water tap connections with quick-connect fittings for temporary chiller integration. System capacity will be determined by the existing chiller, Computer Room Air Handlers (CRAHs), and operational sequences. The chilled water distribution system must be flushed and recharged with 30% propylene glycol solution. The refrigerant must comply with UFC 3-401-01 environmental requirements, and sound/vibration control must meet UFC 3-410-01 standards. The new system must integrate with the existing Energy Management Control System (EMCS) per UFC 3-410-01, UFC 3-410-02, and EMCS Standards 26AUG2026. Post-installation commissioning must verify proper system performance.

All work must comply with multiple governing standards including UFC codes, UFGS specifications, OSHA requirements, National Electric Code 2026, International Building Code 2018, and NFPA standards. Qualified labor must include technicians certified and licensed to service chilled water systems with specialized experience on Trane equipment and computer/server room systems. Deliverables include as-builts, O&M manuals, commissioning reports, manufacturer warranty information, and documentation of operational and safety checks. The contractor must comply with stringent Operations Security and Anti-Terrorism/Force Protection requirements at Buckley Space Force Base, including personnel vetting, escort requirements, AT Level I Awareness training, document control, credential protection, information security restrictions, and infrastructure coordination protocols.

The chilled water system serving building 1028 suffers from degraded serviceability, requiring an increase in corrective maintenance. To prevent future downtime caused by sub-component failures and other performance issues, the unit will need to be replaced. Replacing the chilled water system will increase reliability, avoiding any future interruptions to mission.

1.2 Primary Objective

The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to replace the chilled water system consisting of a chiller and all necessary associated distribution.

1.3 Chilled Water System Replacement

The contractor is responsible for providing all material and qualified labor necessary for the completion of this project. The contractor shall:

• Base the design of the chiller system on Trane-series equipment to support the Government’s goal of equipment standardization.

• Replace the chiller along with all necessary associated distribution.

• Provide and install new Trane chiller system meeting the following technical specifications:

o Physical footprint must fit onto the existing concrete pad (19’ - 11” L x 12 ‘- 8” W x 6 “- 8” H”). If the equipment exceeds these dimensions, the pad shall be extended to accommodate the new equipment.

o The operational weight of the new chiller system must not exceed the existing concrete pad’s load capacity of 12,000 lbs.

o System Capacity to be determined by existing Chiller, CRAHs, and sequence of operations.

o Must integrate into the existing electrical 460V, 60 Hz, 3-Phase power supply and comply with all the applicable requirements in UFC 3-501-01.

o Provide and install all piping tie-ins, isolation valves, glycol feeder and other components required to integrate the new chiller into the existing chilled water distribution system.

o Provide and install emergency chilled water tap connections, isolation valves, and quick-connect fittings to facilitate the rapid integration of a temporary chiller in the event of primary system failure.

o Flush the chilled water distribution system and recharge with a 30% propylene glycol and water solution.

o The refrigerant type must comply with the environmental requirements specified in UFC 3-401-01, Section 2-5.

o Sound and vibration control must comply with the requirements in UFC

3-410-01, Section 2-19.

o Must integrate into existing base Energy Management Control System (EMCS) and meet all applicable requirements in UFC 3-410-01, UFC 3- 410-02 and EMCS Standards 26AUG2026.

• Following installation, commission all new equipment verifying proper system performance.
