Work is limited to 8:00 AM–4:30 PM Monday–Friday, excluding U.S. and Mexican holidays. Personnel must clear security vetting, pass background checks, and receive government-issued ID cards before site access.
Offerors must provide valid Mexican and U.S. licenses and permits; proof of five prior contracts with at least three including comparable boiler maintenance; evidence of technical capability in combustion analysis, burner safety systems, water treatment, and instrumentation; organizational structure; and a formal safety plan complying with the more restrictive of U.S. Army Corps of Engineers EM 385-1-1 or Mexican industrial safety law. Insurance must include public liability coverage ($5,000 property damage/$50,000 cumulative) and workers' compensation per local law. Pricing must include all labor, materials, tools, equipment, overhead, and profit; invoices are due within 10 days of service completion and must include signed maintenance checklists.
Amendment 0002, effective June 5, 2026, added a subcontracting limitation: offerors cannot subcontract more than 10 percent of total maintenance services value without prior written Contracting Officer approval. Offerors must identify all proposed subcontractors with legal name, address, point of contact, certifications, licenses, and past performance, or submit a signed letter of self-performance. The site visit occurred May 14, 2026. Active SAM registration is required at proposal submission. NAICS 811310; PSC Z1NB.
