About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory seeks preventative and corrective maintenance services for heating boiler systems, with proposals due September 4, 2026. This is a subcontract opportunity under Fermi Forward Discovery Group, LLC's prime contract with DOE; no set-aside applies.

Place of performance is Batavia, Illinois, with work focused on boiler systems at the New Muon Lab (NML) and Central Utility Building (CUB). The period of performance runs from October 1, 2026, through September 30, 2031. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J041.

Preventative maintenance services include scheduled inspections, cleaning, testing, calibration, adjustment, and system documentation. Corrective maintenance requires boilermaker services to disassemble, clean, and reassemble designated boilers at NML and CUB, followed by startup, tuning, and return to service. The subcontractor furnishes all qualified personnel, supervision, tools, equipment, transportation, and materials. Inspectors performing boiler inspection services must hold A-Stamp, PP-Stamp, or H-Stamp certifications per National Board rules. All personnel must comply with federal, state, local, and Fermilab safety requirements, including 10 CFR 851, 10 CFR 835, OSHA standards, and NFPA codes. A competent person must be on-site at all times. Subcontractors must maintain experience modification ratings below 1.0 and safety records within 85% of Bureau of Labor Statistics benchmarks.

Preventative maintenance shall be proposed on a Firm Fixed Price basis per inspection visit; corrective maintenance on a Time & Material basis with pre-established labor rates and materials billed at cost or markup. All corrective work requires prior written approval. Evaluation assesses technical acceptability across three subfactors: relevant experience (minimum three years performing similar boiler maintenance with trained, certified technicians), technical approach and methodology (detailed work plan complying with industry standards and FFDG safety requirements), and quality control procedures with comprehensive reporting. Offerors must submit an Environmental, Safety & Health corporate program, a Corporate Quality Control Plan, and a Project Quality Control Plan due within ten working days of award. Wage determination applies under the Service Contract Act for Illinois counties Cook, DuPage, McHenry, De Kalb, and Kane. Insurance requirements include $1 million Commercial General Liability per occurrence, $1 million Automobile Liability combined single limit, $1 million Excess/Umbrella Liability, and statutory Illinois Workers' Compensation with $1 million Employer's Liability. Amendment 02 (posted August 26) changed the procurement specialist to Caroline Jones at cjones@fnal.gov.
