Uniforms for the Architect of the Capitol – Blanket Purchase Agreement Terms and Conditions
This document establishes the terms and conditions for a Blanket Purchase Agreement (BPA) under Federal Acquisition Regulation (FAR) 13.303 for uniforms and fitting room services to be provided to the Architect of the Capitol (AOC). The BPA has a 60-month period of performance consisting of one 12-month base period (08/03/2026 – 08/02/2027) and four 12-month option periods through 08/02/2031. The Government may exercise FAR 52.217-8 contract extension authority at any time before the end of Option Year 4. This is a multiple-award BPA with two vendors, with Delivery Orders divided among vendors on a rotating basis by jurisdiction groups each fiscal year. Vendor A services the Supreme Court, Capitol Grounds, Construction Division, Capitol Building, House, and Office of Attending Physician Lab Coats, while Vendor B services Botanic Gardens, Power Plant, Library, and Senate. Agency jurisdictions retain discretion to award orders to either vendor for reasonable causes such as timely delivery or product quality issues.
Delivery Orders must be issued in writing by an authorized AOC Contracting Officer and contain specified information including contractor name, BPA number, delivery order number, date of purchase, period of performance, firm fixed order price, and jurisdiction. Most orders use firm-fixed pricing for a nine-month period; Uniform Fitting Room Call Orders are priced on a labor-hour basis. Orders may be placed via email, fax, paper, or oral communication and can extend up to 12 months beyond the BPA's final ordering period if placed before BPA expiration. Obligated amounts equal the sum of anticipated uniform orders for a jurisdiction's fiscal year needs. All uniform items must be the specific brand name and style number designated by the Government per Attachment J.5 Pricing Sheet. Invoicing occurs through the Internet Payment Platform after items are received and accepted by the AOC. BPA terms and conditions supersede any conflicting terms in individual delivery orders.
