About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) for uniforms and related items for the Architect of the Capitol (AOC).
The AOC seeks to procure uniforms, patches, insignia, outerwear, and related items for approximately 1,700 uniformed employees across ten organizations including the Capitol Building, House and Senate Office Buildings, Supreme Court, Library of Congress, Capitol Power Plant, Botanic Garden, and others. This is a multiple-award BPA with two vendors, with delivery orders divided among the vendors by jurisdiction groups that rotate annually. The contract type is Firm-Fixed Price (FFP) for delivery orders and Labor Hour (LH) for fitting room services. The contractor must provide an on-site fitting room staffed two days per week, conduct employee fittings, perform pant alterations, apply embroidery and organizational patches, and deliver completed orders within 45 calendar days. Pricing is all-inclusive with no premium charges for extended sizes; the contractor bears responsibility for shipping, handling, alterations, and embroidery. The contractor must provide an AOC-specific uniform catalog with pictures, specifications, sizing ranges, and all-inclusive pricing updated whenever items change. A modernized online ordering system with real-time inventory visibility, bulk upload capabilities, order tracking, supervisor workflow controls, and data reporting in multiple formats is required. Employees receive a $400 annual allotment plus an additional $400 for new hires. The BPA ordering period runs from August 3, 2026 through August 2, 2031 (base year plus four one-year options). The contractor must maintain comprehensive reporting on spending by organization and employee, order tracking, outstanding orders, and error rates, with reports delivered monthly to jurisdictions and semi-annually to the AOC. Delivery locations are specified for each organization with specific hours and address requirements. The government will provide a room, telephone, computer, and desk for the contractor's fitting room employee.

Higher GSM typically means higher opacity, durability, and warmth.
Common GSM Ranges and Applications
