About this opportunity
The U.S. Embassy Brussels, under the Department of State, is soliciting a Blanket Purchase Agreement (BPA) for residential cleaning services. This procurement does not represent a financial commitment but rather serves as an overarching agreement allowing designated individuals to request cleaning services on an as-needed basis. Prospective vendors must demonstrate specialization in residential cleaning and submit indicative pricing information by the deadline of January 27, 2026, at 14:00 local time via email to BrusselsBids@state.gov with the subject line referencing BPA ID #19BE2026Q0021. Key requirements include the ability to manage at least three residential cleanings daily, availability during weekdays (particularly June through October), comprehensive cleaning capabilities across all property areas, and completion of individual orders within one working day of two days' notice. All interested parties must register on the System for Award Management (SAM.gov) prior to award if their business will conduct over $40,000 in government business, and an NCAGE code is required for registration. The solicitation was posted on January 13, 2026, with responses due no later than January 27, 2026.
This procurement carries no set-aside designation and does not identify any current contractors. The contract value is estimated at EUR33,000 (approximately $38,686.99) over a two-year period, with individual task orders not to exceed EUR3,000, running from February 1, 2026, through January 31, 2028. The primary place of performance is Brussels, Belgium, with services covering U.S. government-owned or managed residential properties in the country. Contractors must provide all necessary cleaning supplies and equipment, maintain appropriate insurance coverage, and comply with occupational health, safety, and security regulations. The service requirements are extensive, including floor cleaning, carpet vacuuming, bathroom sanitization, kitchen cleaning, window washing, furniture dusting, and appliance maintenance, with strict inspection standards enforced by the Contracting Officer's Representative. Failure to meet performance standards may result in immediate work suspension without compensation or schedule adjustments.
