About this opportunity
The Department of Agriculture Forest Service seeks a 10-year integrated resource stewardship contract for comprehensive forest restoration and timber removal across approximately 145,000 acres in Montana's Bitterroot National Forest, with proposals due October 22 and questions due by earlier amendment deadlines. This acquisition is a Total Small Business Set-Aside under NAICS 113310 (Logging, 500-employee size standard), foreclosing competition outside the small business pool.
Place of performance spans the Stevensville and Darby Ranger Districts, with administrative oversight at Darby, MT. Work encompasses five mandatory subdivisions (Sharrott Salvage, McCalla-Larson, Fred Burr, Square Tin, and Spoon McCoy) totaling approximately 3,743 acres and 105,540 tons of timber removal, plus optional subdivisions available at the Contracting Officer's discretion. Performance runs from June 15, 2027 through October 15, 2037.
Mandatory work includes timber removal (ground-based systems on slopes up to 35 percent; skyline or helicopter systems on steeper terrain), unit layout and timber cruising using GPS and flagging with 30-foot contract tolerance, National Forest System road reconstruction estimated at $350,000 to $550,000, and road maintenance under nine T-Specifications (surface blading, dust abatement, ditch cleaning, culvert maintenance, vegetation clearing, and seeding). A Registered Professional Forester must design and supervise cruise plans to achieve maximum 25 percent sampling error. Davis-Bacon wage rates apply; a 20 percent bid guarantee is required for road reconstruction work.
Economic price adjustment applies to items 1, 2, 5, 6, 7, and 8 based on diesel and Jet-A fuel costs, adjusted annually 30 days prior to operating season. Payment combines Stewardship Credits (product value and cash) and Appropriated Funds. Evaluation weighs Technical Approach, Benefit to Local Community, and Relevant Past Performance approximately equally against price, with past performance assessed on work completed in the prior three years, service quality, timeliness, and regulatory compliance. The contract requires key personnel (Overall Project Manager, Logging Supervisor, Roads Treatment Supervisor, Sale Preparation Supervisor) with substitution restrictions during the initial 90 days except for cause.
Contractors must comply with Davis-Bacon and Service Contract Act wage determinations, maintain weed-free material certification for all imported materials, implement erosion and sediment control per Forest Service specifications, and carry fire suppression liability up to $52,300 for operations fires. Three amendments have been issued; Amendment 003 (October 13) clarifies helicopter rotor requirements and restores past performance criteria. Proposals must be submitted via email to Mark Phillipp (mark.phillipp@usda.gov) and Matthew Daigle (matthew.daigle@usda.gov).

Solicitation number 12363N26R4014 is issued as a Request for Proposal (RFP) for the Bitterroot Front G-Z Long Term Integrated Resource Service Contract. The Bitterroot Front Project area spans roughly 145,000 acres across the Stevensville and Darby Ranger Districts, where dense, overstocked mixed‑conifer stands and widespread tree mortality have increased susceptibility to insect outbreaks and extreme wildfire behavior. Following a decade of severe fires, the project aims to reduce wildfire risk to nearby communities and restore forest health through treatments such as thinning, harvesting, mechanical fuel reduction, and prescribed burning. These efforts focus on improving stand vigor, promoting fire‑adapted species, reducing hazardous fuels, and enhancing safety and effectiveness for wildfire responders. A secondary objective of the long‑term contract is to provide a consistent timber supply for local forest products industries, while contractors complete tasks including unit layout, timber cruising, road work, and timber removal as part of a broader strategy to increase the pace and scale of forest restoration.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 113310 and the small business size standard is 500 Employees This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
