Q1. Can the Forest Service confirm that the following attachments have been uploaded to SAM.gov? Attachment 10, Mandatory Subdivisions Contract Area Maps 10a–10e, Attachment 11, Optional Subdivisions Planning Maps 11a–11o and Attachment 12, Mandatory Subdivision Cruise Data 12a–12e
A.1. Attachments have been uploaded to SAM and are available for download. Best practice is to download attachments individually.
Q2. Can the Forest Service explain how the minimum rates for included timber were determined?
A.2. The minimum rates for timber products were determined through a residual value appraisal using the Q2 price report issued by the University of Montana Forest Industry Research Program with all logging cost centers removed .
Q3. Can the Forest Service confirm that optional item 2f is to be priced using separately using subitems (a)-(n) or as an informational parent quantity?
A.3. The subitems are to be priced separately. A corrected schedule of items spreadsheet will be shared in the next amendment.
Q4. Page 20 requires McCalla-Larson road reconstruction no later than 9/30/2025; C5.13# states 9/30/2026 for the same work.
A.4. The corrected date in the Contract Operations Schedule is 9/30/2027. C5.13# will be struck from Appendix B in the next amendment.
Q5. Page 20 and C6.310# require Sharrott Salvage, and McCalla-Larson Units 27a, 32, 33, 34, 34a, 36, 37a, 40, 41, 41a, 41b and 42, cut and removed by 12/31/2026.
A.5. The corrected date in the Contract Operations Schedule and C6.310# is 9/30/2027.Corrections will be included in the next amendment.
Q6. Page 20 requires all exercised road reconstruction by 10/15/2028; C5.13# states 10/15/2029.
A.6. The corrected date in the Contract Operations Schedule is 9/30/2029. C5.13# will be struck from Appendix B in the next amendment.
Q7. The Estimated Implementation Schedule at pages 21–22 runs 2026 through 2031.
A.7. The Estimated Implementation Schedule dates the Anticipated Year that the optional contact areas may be exercised. Anticipated years have been pushed forward one year. Corrections will be included in the next amendment.
Q8. Page 21 requires Spoon McCoy hauling complete by 12/31/2030; C5.13# requires its roads complete by 10/15/2028.
A.8. The Contract Operations Schedule is correct in regards to hauling for Spoon McCoy, Exercised road reconstruction in the Spoon McCu contract area to be completed no later than 10/15/2029 unless otherwise agreed. C5.13# will be struck from Appendix B in the next amendment.
Q9. The SF-1449 and page 35 state completion not later than October 15, 2037; Appendix B Division A, A15 (Termination Date) and the Schedule of Items notes state October 15, 2036.
A.9. The correct completion date is 10/15/2037. The schedule notes and A15 will be struck from Appendix B. Corrections will be included in the next amendment.
Q10. Can the Forest Service clarify bonding/payment guarantee requirements for included timber?
A.10. Payment guarantee is only required to be maintained on the amount of timber to be cut within 60 days. This amount may fluctuate over time, and stewardship credit earned from completing work items will be applied against the required amount. In other words, you always need enough coverage to protect the Forest Service from unpaid timber charges.
Q11. C6.4# names only Sharrott Salvage and McCalla-Larson in the logging sequence. Can the Forest Service confirm whether a preferred sequence applies to Fred Burr, Square Tin and Spoon McCoy, which appear in the Estimated Implementation Schedule but not in the sequence provision?
A.11. Reference to Sharrott Salvage and McCall-Larson on C6.4# will be struck and replaced with ‘As stated in the Contract Operations Schedule’ in the next amendment.
Q12. Appendix A, Item 1 and C6.4# limit operations to two subdivisions at a time. C6.4# also states that operations in a subdivision “shall be completed and accepted prior to entry into the next Subdivision,” and the Estimated Implementation Schedule places five mandatory subdivisions in the first season with preparation work running concurrently. Can the Forest Service confirm which activities count as operating in a subdivision, and whether the two-subdivision limit or the complete-and-accept sequence governs?
A.12. The two subdivision limit only applies to item 1. Appendix B requirements apply only to item 1 Cut and Removal, and this requirement can be waived.
Q13. Appendix B Division A16 states that the Normal Operating Season is “applicable to B6.31, B6.66, B8.21, and B9.3,” and C5.13# refers to “Contract Term Adjustment” and states that a “Contract Term Extension shall not be granted” for late road completion.
A.13. Provisions B8.2, B8.21 and B8.212 do not apply to commercial services contracts.
Division A16 and C5.13# will be struck from appendix B in the next amendment, the contract operations schedule in the solicitation controls.
Q14. Outside of FAR 52.212-4(f), AGAR 452.211-73 and FAR 52.242-14, the package does not appear to provide a mechanism to extend the term for adverse market conditions, and optional items remain exercisable at awarded prices through the seventh year. Can the Forest Service confirm whether B8.21 and B8.212 are intended to be part of Appendix B and, if not, will it consider adding a market-related contract term adjustment provision or otherwise state how the period of performance may be adjusted for market conditions outside the Contractor’s control?
A.14. i. The referenced FAR and AGAR provisions are correct and B8.21 and B8.212 will not be considered. The CO may consider time extensions for delays outside the control of the contractor.
ii. Items 1, 2, 5, 6, 7 and 8 are subject to a proportional economic price adjustment that provides a mechanism to maintain fair and reasonable pricing throughout the contract term. Updated wage determinations will be issued as options are exercised and apply to all items.
Q15. Can the Forest Service confirm that 452.211-73 (Variation in Estimated Quantity) applies to Item 1 tonnage?
A.15. 452.211-73 applies to construction requirements only.
Q16. Appendix B, Part B7.0 (Fire). Appendix B runs B1.0 through B6.0 and then to B8.0;
Divisions A12, A13 and A14 each state that they apply to provisions in B7.2, B7.3, B7.312, B7.313 and B7.41.
A.16. References to B.7 are incorrect. Appendix B will be corrected in the next amendment, changing B.7 references to AGAR 452.236-70.
Q17. Appendix B B5.1 provides that provides that “Road reconstruction shall be governed by Appendix D.”
A.17. Attachments 5-9 contain road plans and are informally referred to as Appendix D in this solicitation. Appendix B will be updated changing this reference to Individual contract area road plans and supplements.
Q18. Is there spatial data available for mandatory and optional harvest units that differentiate units by logging systems?
A.18. Two geodatabases are attached with the requested data, BRF_MandatoryContractAreas.gdb and BRF_OptionalContractAreas.gdb.
Q19. The Benefit to the Local Community ratings at page 37 are defined by resources located within 50 miles (Outstanding) and 100 miles (Satisfactory and Marginal) of the administrative boundaries of the Bitterroot National Forest, while the instructions at page 43 ask offerors to describe hiring from “counties within 100 miles,” and sub-elements (b) and (c) at page 37 refer to purchases and utilization “within project areas.” Can the Forest Service confirm which standard governs, and how distance will be measured (straight-line or road miles, and from the Forest boundary or the project area)?
A.19. As stated in proposal instructions, 100 miles from the administrative boundary of the Bitterroot NF, this would be a straight line from the administrative boundary as stated.
Q20. The past performance questionnaire is cited as “Enclosure 2” at page 42 and as “Attachment 1a” at page 44. Can the Forest Service confirm which document offerors are to send to their references?
A.20. Enclosure 2 is correct. The Experience Questionnaire is to be completed by the vendor.
The vendor is responsible for gathering response to the Present/Past performance questionnaire and including in their proposal.
