About this file

This is a Bid and Pricing Schedule (BRF) template for the Bitterroot Front G-Z Long Term Integrated Resource Service Contract (Solicitation 12363N26R4014), a 10-year USDA Forest Service contract set-aside for small businesses with a 500-employee size standard under NAICS code 113310. The schedule requires offerors to input unit prices for mandatory and optional work activities across multiple contract subdivisions spanning approximately 145,000 acres in the Stevensville and Darby Ranger Districts.

Mandatory work includes timber removal totaling 103,703 tons across five subdivisions (Sharrott Salvage, McCalla-Larson, Fred Burr, Square Tin, and Spoon McCoy) and National Forest Service (NFS) road reconstruction spanning 24.68 miles with associated mobilization, clearing, drainage excavation, grading, and pipe culvert installation. Optional work encompasses 17 additional contract areas (Hart Trap through Sweeny Creek) featuring boundary flagging and marking, volume determination, and timber removal via ground-based, skyline/tethered, and helicopter methods, totaling approximately 297,500 additional tons, plus extensive optional road reconstruction work across multiple areas with an estimated cost magnitude of $350,000-$550,000 for mandatory reconstruction requirements. The timber products schedule specifies pricing for Douglas-fir sawtimber (minimum $70.00/ton), Ponderosa Pine sawtimber ($1.00/ton), and combined softwood non-saw products ($0.01/ton). A bid guarantee of 20% of the proposed price for mandatory road reconstruction is required, Davis-Bacon wage rates apply, and an Economic Price Adjustment provision for fuel surcharges is included for items 1, 2, 5, 6, 7, and 8. The contract period extends from date of award through October 15, 2037, with work quantities subject to change and unit prices prevailing for payment purposes.

Schedule Notes

These schedules are for pricing/payment purposes. Refer to 52.212-1, Instructions to Offerors for business proposal requirements. Evaluation criteria used by the Forest Service for proposals is located in 52.212-2 of this solicitation.

Offeror to input unit price into yellow shaded cells. Price Proposals must be provided on all Items in Schedules: Mandatory and Optional Items and Timber Products Schedule. Unit prices prevail.

Offerors are advised to base proposed pricing solely on current conditions and shall not include any upward adjustments for potential future risks or contingencies. Wage determinations will be updated annually no later than the award anniversary and as optional line items are exercised. Additionally, a proportional Economic Price Adjustment (EPA) provision for fuel surcharges is included within this solicitation and will govern allowable price adjustments related to fuel. The EPA provision applies to items 1, 2, 5, 6, 7 and 8. No other anticipatory cost escalations will be considered.

If funding dictates and it is in the best interest of the government, work items may be awarded by Unit/Acre or Unit/Mile and for amounts less than the total estimated amount based on the unit prices quoted The following apply to Road Reconstruction requirements only:

A. For Item 2-Road Reconstruction, the estimated price magnitude for mandatory reconstruction work is between $350,000 and $550,000.

B. A Bid Guarantee of 20% of the proposed price for mandatory reconstruction requirements is required with proposals. Do not take optional item 2r reconstruction pricing into account when determining the bid guarantee. Failure to furnish a bid guarantee in the proper form and amount, by the stated response date and time may result in an offeror being determined unresponsive and rejection of the proposal.

C. Per FAR 28.102-3, Alternate Payment Protections are required for construction projects greater than $35,000 and shall be provided within 10 days of award.

D. Davis-Bacon wage rates.

E. Units of measure marked with an '*' indicate contract quantities.

F. Pricing for Road Reconstruction requirements in optional contract areas G-Q will be determined using rates from optional item 2. Road Reconstruction work is anticipated to be necessary in approximately 6 of the optional contract areas and include items listed under optional item 2r. Road packages for optional contract areas referenced will be fully developed by the Forest Service, including all necessary road survey work. The Contractor will not perform initial road surveys. Forest Service Engineering will be responsible for completing the surveys and assembling the full road packages using the listed work items. Quantities are initial estimates and subject to change.

PERIOD OF PERFORMANCE IS FROM DATE OF AWARD THROUGH OCTOBER 15, 2036 2037
