About this opportunity
The Federal Aviation Administration (FAA) is seeking construction services for fire life safety system upgrades at the Phoenix Sky Harbor International Airport Base Building and P50 TRACON facility, funded through the Bipartisan Infrastructure Law. The project involves replacing existing automatic sprinkler systems, installing new fire pumps, upgrading fire alarm systems, and performing related construction work to ensure comprehensive fire suppression coverage throughout the critical air traffic control facility. Contractors must demonstrate technical capabilities and have key personnel with a minimum of 17 years combined experience in fire life safety projects, with evaluation based on six factors including technical capabilities, past performance, key personnel, schedule, and cost using a best value tradeoff approach. A mandatory site visit is scheduled for January 7, 2025 at 0900 MST, with advance registration required by December 26, 2024, questions due by January 17, 2025 at 1500 ET, and proposals due February 4, 2025 by 1500 ET.
This procurement is designated as a Total Small Business set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45.5 million. The estimated contract value ranges between $4-7 million for a firm-fixed-price construction contract requiring 100% performance and payment bonds. The project has a performance period of 536 calendar days and requires both day and night shift work to minimize disruption to the 24/7 air traffic control operations, with most critical area work performed during nighttime hours between 11:00 PM and 5:00 AM. Work will be performed at Phoenix Sky Harbor International Airport in Phoenix, Arizona, at a facility that operates continuously and requires strict coordination with FAA security requirements and operational schedules.
