About this file

This is an RFI (Request for Information) Set 1 document containing questions and answers related to FAA contract 697DCK-25-R-00048 for the PHX & P50 FLS Base Building project, dated January 28, 2025.

The document clarifies several key aspects of the project scope: both standpipes in the Base Building must be replaced with flexible grooved couplings and seismic protection; two butterfly valves are being added to the basement drain riser system; the nitrogen generator system has been relocated from the 16th floor to the basement; and the fire alarm matrix has been updated. Important operational details include: the facility operates 24/7 in both CAB and TRACON areas; jack hammering must occur during night work; there are two elevators on site with only one accessing the basement; temporary offices must be set up on the 3rd floor break room before 1st floor offices can be relocated; and the project duration is 536 calendar days requiring two shifts (day and night work). All seismic bracing must be brought up to code, particularly in the basement fan room.

PHX & P50 FLS Base Building

697DCK-25-R-00048

RFI Set 1

01/28/2025

1. Is the third-floor standpipe being added to the scope of work?

FAA Response: Both standpipes in the Base Building are to be replaced as part of this project as identified in the scope of work. Specification 21 13 13 Section 1.1.A.8 states “The facility’s vertical standpipe and riser supply piping installation throughout the facility shall be replaced and upgraded by the provision of flexible grooved couplings, pipe supports, and seismic protection where required by NFPA 13.”

2. What has been added/changed from the previous walk around?

FAA Response: The scope addition is:

• Adding two butterfly valves in the drain riser system (basement level) to permit system isolation during nitrogen purging, and associated fire alarm monitor modules for supervision.

The remaining revisions since the previous walk around are clarifying in nature to better reflect the current as built condition. Such changes include:

• Correctly depicting the location of the installed nitrogen generator system equipment – moved from the 16th floor to the Basement to reflect the final installation.

• Revising the fire alarm matrix to reflect current sequence of operations.

3. 10th floor and basement – The fire pump sits on a concrete pad. It was asked about jack hammering or use of heat to remove pump from the pad for the new pump.

FAA Response: Jack hammering has a chance to echo in concrete buildings. Any jack hammering must occur during night work. If the noise and vibrations affect air traffic operations in the CAB or TRACON, the contractor must change their approach and stop the use of the jack hammer. Heat to remove the pump will require a hot work permit.

4. Hours of operations.

FAA Response: Phoenix is a 24-hour facility in both the CAB and TRACON.

5. Are there times of high impact and low impact to the facility?

FAA Response: Air Traffic have what are known as push time which is the time frames they have a lot of plane traffic and any work that would disrupt Air Traffic must be done outside of these times.

6. What are the push times?

FAA Response: Push times will be specified upon award.

7. How many elevators are there?

FAA Response: There are two elevators on site. One elevator goes from the basement (of both the base building and the tower) to the junction level of the tower, and the second elevator goes from the first floor to the third floor of the base building only.

8. Are there only one elevator that goes to basement?

FAA Response: Yes, only one elevator goes to the basement.

9. In basement fan room clarified to all contractors that ALL seismic bracing is to be brought up to code.

10. Clarified on the 3rd floor in the break room, that this (3rd floor breakroom) is the location the temporary offices will be set up. It must be set up before any offices can be taken on the 1st floor.

11. Clarified that the calendar days is 536 calendar days. We have an attached phasing plan in the documents that they can use as reference on how the FAA estimated the calendar days.

Emphasized that the facility did not want the number of calendar days to increase and so a complete schedule with their proposed calendar days and phasing is important on how they will achieve the 536 calendar days.

12. Also clarified that by FAA estimates, to achieve 536 calendar days that 2 shifts are required, one for day work and one for night work.
