About this file

This is a Request for Information (RFI) document containing 18 questions and answers regarding the PHX & P50 FLS Base Building project (Solicitation #697DCK-25-R-00048). The document primarily addresses technical requirements for fire suppression systems, including water supply testing, fire pump replacement, piping specifications, and fire alarm system requirements.

Key technical clarifications include: contractors must obtain new water supply flow data within 6 months of submittals; specific piping and valve replacements are required in the Level 10 pump room; AutoCAD files will be provided to the successful bidder; raised floors do not require sprinkler protection; all grooved sprinkler pipes must be cut-grooved rather than roll-grooved; and supervision of valves can be accomplished through either the fire alarm system or physical locking per NFPA requirements. The document also clarifies that NICET Level III or IV technicians may come from key subcontractors, temporary fire suppression is not required (though fire watch is mandatory), and past performance from key subcontractors is acceptable for evaluation purposes. The document includes a plan view and section view drawing showing the scope of fire pump room work, along with an attendance list from the January 7, 2025 site visit.

RFI Set 1

01/24/2025

1. Per specs, the available water supply information is 2 years old. Specs required current data within 6 months of submittal. Also states the test “must” be conducted in December or January. Is there current available water supply information?

FAA Response: The Contractor shall obtain water supply flow information provided by the City of Phoenix, Water Services department within six months of submittals. When designing the sprinkler system hydraulic calculations, the Contractor shall use the more conservative of the two flow test results between the newly obtained water supply flow information (within six months of submittals) and the flow information provided in the specifications (obtained during a known period of reduced flow performance).

2. Scope of work says to replace fire pump, jockey pump, and controllers. Are we required to replace all piping and valves in the level 10 pump room?

FAA Response: Specification 21 13 13 Section 1.1.A.2 states “The contractor is to remove and replace the two (2) existing fire pumps at the Basement Level of the Base Building and the Tenth Floor of the ATCT at the facility, as well as jockey pumps, and associated controllers, piping, equipment, and appurtenances.

A portion of the piping in the Level 10 fire pump room was replaced as part of the previously completed ATCT FLS Upgrade project. The piping and valves to be replaced as part of this scope include the fire pump supply path, fire pump bypass path, and flow meter loop within the red boxes shown below in the details excerpted from sheet PHX-D-

TRACO-F101.

3. Are AutoCAD files available of the building floor plans, reflected ceiling plans, and fire sprinkler plans?

FAA Response: AutoCAD files of the original building floor plans and reflected ceiling plans are available. AutoCAD files of the fire sprinkler upgrade design package developed for this solicitation, which includes the existing fire sprinkler layout and upgrade design layout, are also available. Such files will be made available to the successful bidder following award and receipt of request.

4. Per site visit, many areas of the building currently have noncompliant fire sprinkler protection. Are we required to add sprinklers, hangers, and bracing missing throughout the building?

FAA Response: All replacement and new piping and sprinklers must be designed and installed in compliance with NFPA 13 requirements and the requirements of the contract, including sprinkler coverage and installation, hangers, bracing, restraints, and other required sprinkler system components throughout the Base Building and TRACON.

5. Please confirm the existing raised floors do not require fire sprinkler protection.

FAA Response: The existing raised floors do not require fire sprinkler protection.

6. Per site visit, existing sprinkler pipe is suspended from other MEP supports. Please confirm is attaching to other MEP supports is acceptable.

FAA Response: All replacement and new piping and sprinklers must be installed in compliance with NFPA 13 requirements, including hanging and bracing. Per NFPA 13- 2022 Section 17.1.4, shared support assemblies shall be certified by a registered professional engineering in accordance with 17.1.2 and 17.1.4.

7. Per site visit, existing main entrance overhang has no existing sprinkler protection. The area above the overhang is the occupied 2nd floor. Are we required to add sprinkler protection at the main entrance overhang?

FAA Response: The existing main entrance overhang does not require sprinkler protection.

8. Per Sheet F000, General note #12, all grooved sprinkler pipes shall be cut grooved. Please provide approval to allow roll grooved sprinkler pipe.

FAA Response: Per Sheet F000, General note #12, and Specification 21 13 13 Section 3.8.L, all grooved sprinkler pipes shall be cut-grooved. Roll-grooved sprinkler pipe is not permitted so as to better accommodate system drainage. Specification Sections 21 13 13 1.1.A.1 and 2.1.A requires all schedule 40 piping.

9. Per Sheet F000, General note #27, all valves to be supervised. Per site visit, some existing valves inside fire pump rooms currently have no supervisory switches. The fire alarm plans do not indicate adding supervisory switches or monitoring. Please provide direction.

FAA Response: Supervision of valves via the fire alarm system shall be provided where indicated in the drawings and specifications. Where supervisory switches and monitor modules are not indicated, supervision of valves may be accomplished by locking valves in the correct position per NFPA 13-2022 16.9.3.3.1.(3).

10. Spec section 21-13-13; Part 1-General; 1.1; A; 6. Acknowledging specific design direction to the contrary, replacement piping is generally intended to be installed to the extent possible in the same plan view location as the piping removed, so as to take advantage of existing attachments to structure for pipe hanging and seismic bracing connections.

Question – Per site visit, existing hangers and seismic connections appear to be drop-in style concrete anchors. Are the existing concrete drop-in style anchors listed and approved per IBC 2021 and NFPA-13, 2022?

FAA Response: Existing concrete drop-in style anchors are believed to have been listed and approved at the time of installation. If the existing concrete style drop-in anchor installations are usable and undamaged, they may be reused to minimize the impact of concrete drilling to the facility.

11. Is there any Smoke Control in the Building? There is no mention of Smoke Control tie-ins or programming.

FAA Response: There is no Smoke Control in the Base Building/TRACON. There is Stair Pressurization in the ATCT, which is only initiated from devices in the ATCT.

Programming of devices in the Base Building shall not require tie-in or activation of the Stair Pressurization Systems.

12. Is Elevator Recall function ability going to be tested, and if so will an Elevator contractor be part of the team.

FAA Response: Elevator recall function is tested annually in accordance with FAA policy and applicable codes. If required, elevator recall function testing can be coordinated to occur with the annual testing. An elevator contractor does not need to be part of the team.
