About this opportunity

The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for structural repairs to Berth 13, a 1940s-era open wharf facility at Portsmouth Naval Shipyard in Kittery, Maine. The project encompasses comprehensive repairs across approximately 25,000 square feet, including full demolition of 1,600 square feet and partial demolition of concrete wharf deck sections, pile and pile cap repairs, steel reaction frame connection repairs, crane rail beam repairs, pile jacket and anode repairs, and utility coordination. The work is designed to restore deck loading capacity and extend the structure's usable life while preventing debris from entering the river and maintaining strict safety protocols. Evaluation will be based on five factors: corporate experience (Factor 1), management approach and schedule (Factor 2), small business utilization with a minimum 20% participation requirement (Factor 3), safety performance (Factor 4), and past performance (Factor 5), with non-price factors weighted approximately equal to price. Proposals must be submitted electronically via PIEE by March 6, 2026, at 2:00 PM local time, and pre-proposal inquiries must be submitted to Contract Specialist Bruce Davis (bruce.w.davis5.civ@us.navy.mil) no later than February 20, 2026.

This is an unrestricted solicitation with full and open competition and no set-aside designation. The contract is firm fixed price with a 700-calendar-day completion period from notice to proceed, and work must commence within 15 calendar days of NTP, with liquidated damages assessed at $2,714.29 per calendar day of delay. Offerors must demonstrate experience with waterfront construction projects of at least $5 million (with at least one project valued at $15 million or greater) completed within the past ten years, including concrete repairs in marine environments, pile jacketing, and work from barges and floating platforms. Prospective contractors must submit performance and payment bonds of 20 percent of the bid price or $3 million, whichever is less, along with three to five relevant construction projects and past performance questionnaires. The work will be performed at Portsmouth Naval Shipyard in Kittery, Maine, and is subject to prevailing wage rates established by the Davis-Bacon Act with hourly rates ranging from $13.38 to $33.65 for base wages plus fringe benefits, as well as paid sick leave requirements under Executive Order 13706.
