This is a Price Proposal Form for structural repairs to Berth 13 at Portsmouth Naval Shipyard in Kittery, Maine. The contract includes one base requirement (CLIN 001) and five optional line items (CLINs 002-006), with all prices submitted on a firm-fixed basis with no economic price adjustment provisions. The base requirement, valued for topside and under-deck repairs across three subcategories totaling approximately 700 calendar days for completion, encompasses structural spall repairs, crack repairs, full-depth deck replacement, fascia beam repairs, expansion joint repairs, crane rail repairs, electrical and mechanical work, and pile jacket repairs with anode replacement. Specific work items are priced using unit prices and lump-sum amounts for labor, materials, equipment, and related incidentals, with quantities including 2,947 square feet of topside surface spall repair, 1,272 square feet of deep spall repair, 200 linear feet of crack repair, 2,210 square feet of full-depth deck replacement, and various pile repair quantities across multiple repair types.

The five optional contract line items address additional scope if exercised within 365 calendar days of award: Option 1 (CLIN 002) covers Berth 13A pile repairs from Bent 59 to Bent 74; Option 2 (CLIN 003) addresses Berth 12 pile repairs from Bent D' to Bent J"; Option 3 (CLIN 004) includes Berth 12 under-deck beam and pile cap repairs; Option 4 (CLIN 005) provides FRE conduits between Bents 63 and 64; and Option 5 (CLIN 006) covers under-deck repairs at various locations identified by the Contracting Officer. All optional work can be performed concurrently with base work, maintaining the same contract completion date. 1.4 GENERAL NOTES

1. Submit offers using this Price Proposal Form and these Notes.

1. Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for CLINs 0002 through 006 to the total price for CLIN 001. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option(s).

1. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

1. A firm-fixed proposed price is required for all CLINs. No provision is made for economic price adjustment.

1. The Government reserves the unilateral right to award CLINs 002 through 006 to the Contractor at the proposed price within three hundred sixty-five (365) calendar days after contract award.

1. The performance period for the work required by base price shall be 700 (seven hundred) calendar days from the date of award (includes 15 days for submission and approval of required bonds and insurance). If any or all of CLINs 002 through CLIN 006 are exercised, the contract completion date remains the same as that of the base price work (CLIN 001), as the work required by these options can be performed concurrent to the base work.
