About this file

This is a Small Business Participation Commitment Document (SBPCD) template for RFP N62470-26-R-0016, Berth 13 Structural Repairs-SIOP at Portsmouth Naval Shipyard in Kittery, Maine. The form is mandatory for all offerors, both large and small businesses, and serves as the sole evaluation document for Factor 3, Small Business Utilization and Participation. All information must be provided exclusively on this form; alternative formats or attachments will not be evaluated. Dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent.

The form requires offerors to identify their business size classification based on the NAICS code identified in the solicitation and to specify applicable socioeconomic categories if classified as a small business (including SDB, WOSB, EDWOSB, HUBZone SB, VOSB, and SDVOSB designations). Offerors must provide a detailed subcontracting breakdown including total contract value, self-performed work value, and subcontracted work value. The minimum small business participation requirement for this contract is 20% of total contract value. The form requires offerors to document small business participation by category with corresponding dollar values and percentages, identify specific small business subcontractors with firm written commitments, and provide detailed explanations if the 20% minimum small business requirement is not met. Large business offerors must explain why subcontracting would not result in efficient contract performance if they do not intend to subcontract, whereas small businesses intending to perform 100% of the work are exempt from this requirement.
