About this opportunity

The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for comprehensive structural repairs to Berth 13 at Portsmouth Naval Shipyard in Kittery, Maine. The project encompasses full and partial demolition and restoration of approximately 25,000 square feet of a 1940s-era wharf structure, including repairs to concrete piles, caps, beams, deck sections, and steel reaction frame connections to restore deck loading capacity and extend the facility's usable life. The solicitation is unrestricted with no set-aside designation, and the government will employ a best value continuum source selection process to evaluate proposals. Interested contractors must be registered in the System for Award Management (SAM) to participate, and all documentation will be available in Adobe PDF format on the SAM website. The Request for Proposal is scheduled for release on or about January 22, 2026, with a pre-solicitation question deadline of January 21, 2026, and anticipated contract award by April 13, 2026.

This procurement is classified under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $45,500,000, though the Contracting Officer determined insufficient small business capability based on responses to a previous Sources Sought notice and therefore did not establish a small business set-aside. The estimated construction magnitude is between $25,000,000 and $100,000,000, with a contract completion timeline of 700 calendar days. No incumbent or current contractor has been identified in the pre-solicitation materials. Contractors should anticipate submitting comprehensive proposals addressing both technical and cost considerations, as the government will evaluate submissions using the best value continuum approach to determine the most advantageous offer to the Navy.
