1. GENERAL

1.1 GENERAL OVERVIEW OF PROCUREMENT PROCESS

- This acquisition is being solicited on an unrestricted basis, with Full and Open Competition.

- The NAICS code for this procurement is 237990 - Other Heavy and Civil Engineering Construction and the size standard is $45,000,000. In accordance with DFARS 236.204(i), the magnitude of construction for this project is between $10,000,000 and $25,000,000.

- This solicitation is formatted as a Request for Proposal according to FAR Part 15. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government.

1.2 GENERAL OVERVIEW OF CONTRACT

Description of Work: This project provides structural repairs to Berth 13 to restore deck loading capacity and extend usable life of structure, repair deteriorated deck sections, and repair piles, caps, beams, deck, and steel reaction frame connections to allow continued use of the berth. Berth 13 is an open wharf structure waterfront facility constructed in the 1940's consisting of concrete piles including previous jacket repairs, concrete wharf deck, and steel reaction frame with timber decking along the outboard face of the wharf structure. Total approximate construction area is approximately 25,000 square feet (SF).

Berth 13 repair work will include both full (~1,600 SF) and partial demolition (area to be determined) to various portions of the concrete wharf deck; outage coordination, removal and replacement of utilities in the way of concrete repairs; repairs to the reaction frame; repairs to the landside fascia beam; and repairs to crane rail beams, pile caps, pile jackets and anodes. All demolition and construction activities must prevent debris from entering the river below. Underside wharf deck, pile jacket and anode repairs require the capability to work from barges and other floating platforms; as well as meet strict safety protocols.

2. BASIS FOR AWARD

2.1 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to the contract; to negotiate with Offerors in the competitive range; and to award the contract to the Offeror submitting the proposal determined to represent the best value--the proposal most advantageous to the Government, price, non-price and other factors considered.

2.2 As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

2.3 The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced Offeror or other than the highest technically rated Offeror.

2.4 The relative order of importance of the non-price evaluation factors is the technical factors (Factors 1, 2, 3, and 4), are of equal importance to each other respectively and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 5). When the proposal is evaluated as a whole, the technical factors and past performance /performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

2.5 The importance of price will increase if the Offerors' non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal's superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

2.6 Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. An Unacceptable rating in any of the non-price /price factors will result in an overall rating of "Unacceptable" for the non-price/price factors, unless corrected through discussions.

Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.

3. BASIS FOR AWARD

3.1 FAR Part 9.6 defines Contractor team arrangements. Contractor team arrangement, as used in this subpart, means an arrangement in which -- (1) Two or more companies form a partnership or joint venture to act as a potential prime Contractor; or (2) A potential prime Contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

3.2 If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract in order for the experience information of the affiliate/subsidiary/parent/LLC/LTD member companies to be considered.. The proposal shall state specific commitments of technical resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies shall commit to the performance of this contract. The proposal shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. Failure to submit this information may result in a lower rating

3.3 Vague commitments to support are insufficient; rather, they must demonstrate intent/manner of actual performance on the contract action being solicited.

3.4 The Offeror shall submit a signed copy of partnership agreement, teaming agreement, or letter of commitment for each member of the Offeror's team (e.g., partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.) whose projects are submitted to demonstrate Construction or Design Experience. The Government will not consider any project submitted for Factor 1 if it was performed by a firm other than the Offeror and there is no supporting partnership agreement, teaming agreement, or letter of commitment.

3.5 The solicitation requires the evaluation of price and the following non-cost/price factors:

Factor 1 - Corporate Experience

Factor 2 - Management Approach and Schedule

Factor 3 - Small Business Utilization

Factor 3 - Safety

Factor 5 - Past Performance

3.6 The distinction between corporate experience and past performance is that corporate experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the option (s). Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

- Comparison of proposed prices received in response to the RFP.

- Comparison of proposed prices with the IGCE.

- Comparison of proposed prices with available historical information.

- Comparison of market survey results.

3.8 NON-PRICE FACTORS

Factor 1, Corporate Experience:

(i) Solicitation Submittal Requirements:

Submit a minimum of three (3) to a maximum of five (5) relevant construction projects that best demonstrate your experience on projects that are similar in Size, Scope, and Complexity as detailed below. The Government will not consider more than five (5) projects and will review only the first five (5) projects if more are submitted. For purposes of this evaluation, a relevant project is further defined as:

Size : A project with a final construction cost of $5 Million or greater. At least one (1) project must have a final construction cost of $15 Million or greater.

If a project includes a combination of waterfront and non-waterfront construction (for example, a bulkhead in combination with a building on land, or a pier in combination with an upland roadway leading to the pier), the Offeror shall indicate the final price of the waterfront portion of the work on the Construction & Design Experience Project Data Sheet. Failure to indicate the construction value of waterfront portion of work will disqualify the project.

Scope: Waterfront projects that include 75% by value, one or more of the following elements: piers, wharves, quay walls, dry docks, bulkheads, gantry/portal crane rail systems, fender systems, berthing and mooring facilities, and waterfront related utilities (e.g., ship-to-shore steam, low pressure compressed air, fresh water, salt water, oily wastewater collection, high voltage to low voltage electrical, and fire protection systems).

Complexity:

1) The offeror shall demonstrate experience with at least one (1) project that required staging and performing construction from barges or other floating platforms in or over open water. Work over open tidal or current-laden waters are viewed as more favorable.

2) Experience self-performing rehabilitation or repair of concrete structures in marine environments (at least one (1) project).

3) Experience self-performing concrete pile jacketing or repair (at least one (1) project).

4) Experience with utility distribution systems (at least one (1) project).

The offeror shall only include projects where they have self-performed a minimum of 40% of the work. Self-performance value shall not include administrative or management oversight work. Any project where the offeror has subcontracted out 60% or more of the construction work will not be considered, however projects where the offeror was not the prime will be accepted as long as they self-performed a minimum of 40% of the total work on the project.

The Offeror shall, cumulatively, demonstrate experience with all four (4) of the elements listed above under "Complexity." All elements do not have to have been completed under one project. Offerors must identify which element(s) of work are addressed in each submitted project.

Ensure that the project description clearly identifies whether the project is new construction or repair/renovation, addresses how the project meets the scope and complexity requirements as delineated above, and provides the final construction cost for the waterfront portions of work.

Projects submitted shall be completed within ten (10) years prior to the date of issuance of the RFP or will be considered "Not Relevant." The Government may deem the project not relevant if the contract completion date is not clearly stated on the Project Data Sheet.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered; rather, Offerors shall submit the work performed under a task order as a project.

The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider information submitted via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements defined by Size, Scope, and Complexity identified above.

Experience shall be that of the Offeror, either performed as a prime or a subcontractor. Experience of proposed subcontractors will not be considered.

Please note that if you are responding as an 8(a) Mentor-Protege, you must indicate the percentage of work to be performed by the protege. A copy of the SBA letter stating that your 8(a) Mentor-Protege agreement has been approved is required with your proposal.

If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture partners. Experience submitted for one of the Offeror's Joint Venture partners in which the Joint Venture partner was a partner in a different Joint Venture entity may be submitted to demonstrate relevant project experience, but only if the

JV partner clearly demonstrates the work it performed and that its efforts met the Size, Scope, and Complexity requirements as described above. For a JV, the offeror shall submit the signed JV agreement. For 8(a) Mentor-Protege Joint Ventures, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protege agreement and the percentage of work to be completed by the protege. For offerors who are a Joint Venture, an offeror's proposal may be considered ineligible for award if this information is not provided.

If the Offeror is proposing as a single corporate entity (i.e. not as a Joint Venture), the Offeror may submit relevant project experience it performed as a partner in a previous Joint Venture, but the Offeror must clearly demonstrate the work it performed and how its efforts on the project met the Size, Scope, and Complexity requirements as described above. Offerors are still limited to a total of five

(5) projects.

If an offeror is utilizing experience information of affiliates/subsidiaries/parent/LLCD companies (names is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract in order for the Corporate Experience and past performance information of the affiliate/subsidiary/parent /LLC/LTD member companies to be considered.

The proposal shall state specific commitments of technical resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent /LLC/LTD member companies commit to the performance of this contract. In particular, the proposal will clearly state the specific commitments of resources of the affiliate/subsidiary/parent/LLC/LTD member that will be located at the worksites and company offices in the city/area of the project. The proposal shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the offeror in performance of the contract. If this information is not provided within Factor 1, the Government may deem any experience submitted for an affiliate/subsidiary/parent /LLC/LTD member company Not Relevant. Any projects submitted in excess of the first five (5) will not be considered.

(ii) Basis of Evaluation:

The basis of evaluation will include the offeror's demonstrated experience and depth of experience in performing relevant projects as defined in the above solicitation submittal requirements. The assessment of the offeror's relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects total. Any projects submitted in excess of the five (5) for Construction Experience will not be considered.

Offerors who demonstrate experience on relevant projects performed pursuant to a contract with the United States Government may be considered more favorably than offerors who do not.

Offerors who demonstrate experience self-performing major or critical aspects of the requirement may be considered more favorably than offerors who do not.

Factor 2, Management Approach and Schedule:

(i) Solicitation Submittal Requirements:

Provide a Narrative Work Plan and a Project Schedule in CPM format to describe your approach to managing the subject project to ensure adherence to schedule and construction sequencing as required in the RFP. The Narrative shall not exceed five (5) double-sided (or ten (10) single-sided) 8-1/2" x 11" pages. The offeror must provide the CPM format Project Schedule source file, a PDF file, and the Summary Level, and Critical Path Schedule, documenting any multiple Critical Paths in 11" x 17" pages, there is no page limit on the Summary Level, Critical Path and entire CPM schedule.

The Narrative work plan shall address major elements of work and demonstrate understanding of the scope, major milestones, technical complexities, and the sequenced construction schedule needed to maintain operational use of the berth as identified in the solicitation. The offeror must state whether, and, if applicable, Identify activities that may affect the project timeline, including other /off site work activities.

Provide a detailed construction schedule that illustrates your ability to achieve or improve on the requirements of the RFP while keeping within the RFP's requirements. Identify the overall completion time for this project in accordance with the RFP as well as interim completion times (including each phase of work as identified in the RFP) and key milestones for sequences as required to complete the construction. The schedule should demonstrate an understanding of the work and a logical sequence of events to accomplish the scope of work as defined in the RFP. The schedule shall be submitted on 11" x 17" paper and shall contain enough information to identify all the major milestones. NOTE: Your proposal must AT LEAST comply with the required contract duration indicated in this RFP. If your proposal provides a shorter duration than specified in the RFP, the offeror must demonstrate how the proposed timeframe is achievable and the proposed duration may be incorporated into the resultant contract. Offerors who propose durations longer than the RFP will be rated as UNACCEPTABLE.

The schedule will be based on a Notice to Proceed (NTP) date of 27 APR 2026.

(ii) Basis of Evaluation:

The offeror will be evaluated to determine the level of understanding of the requirements of the RFP. Proposals that identify areas of risk in logistics and resource management and provide a comprehensive contingency plan that addresses the risks may be rated higher.

A schedule that does not address all items listed above may be rated as UNACCEPTABLE.

Offerors who address risks in resource management through the proposed use of key personnel with demonstrated experience on relevant projects contracted with the United States Government may be rated higher.

Factor 3, Small Business Utilization:

It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to Small Business (SB) concerns, including Historically Underutilized Business Zone Small Business (HUBZone SB), Woman-Owned Small Business (WOSB), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and other small business concerns. Further, it is the policy of the Government that such concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.

This Factor assesses both the historical achievements in utilizing small business concerns and the proposed small business participation commitment for this requirement. The offeror is required to demonstrate its previous commitment to SBs through its record of past utilization of SBs and the level of commitment to small business if awarded a contract under this solicitation.

(i) Solicitation Submittal Requirements:

1. All Offerors (both Other than Small Businesses (OTSB) AND SBs) shall use Attachment E (Historical Small Business Utilization) to demonstrate their historical utilization of SBs. Attachment E shall be provided for each project submitted under Factor 1, Experience. Failure to submit Attachment E for each project submitted under Factor 2, Experience, or the failure to fully complete Attachment E may result in a deficiency.

2. All Offerors (both OTSBs AND SBs) shall use Attachment F (Small Business Participation Commitment Document (SPCD)) to submit the following required information for evaluation of this factor:

To demonstrate commitment to use small business concerns in the performance of this contract, identify by name the subcontractors that will be used to support each specific small business category (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB). To the extent feasible, identify the type and complexity of product/service to be subcontracted, the estimated subcontract value, and the type of commitment (i.e., teaming, joint venture, mentor protege agreements, letter of commitment, etc.) with each subcontractor.

To demonstrate maximum practicable participation of small businesses, identify (in terms of dollar value and percentage of the total contract value) the offeror's proposed small business participation. The minimum required small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors) is 20% Offerors who are not able to meet the minimum total small business participation requirement of 20% (of the total contract value) shall provide a detailed explanation why the minimum total small business participation requirement cannot be achieved.

Only complete Attachment F. Information provided in a different format and/or on a form created by the offeror will not be evaluated. Attachments or addendums to Attachment F will not be evaluated.

Large business Offerors may achieve the minimum total small business participation requirement through subcontracting to small businesses.

Small business Offerors may achieve the minimum total small business participation requirement through their own performance /participation as a prime as well as through a joint venture, teaming arrangement, and/or subcontracting with other small business concerns.

Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business categories (i.e., SB, HUBZone SB, WOSB, SDB, VOSB, and SDVOSB) consistent with efficient contract performance. Offerors are required to provide a detailed explanation for the methods used to develop the small business participation rates.

If the Offeror does not intend to subcontract, provide a detailed explanation why subcontracting would not result in efficient contract performance

Attachment E - Historical Small Business Utilization

Attachment F - Small Business Participation Commitment Document (SBPCD)

(ii) Basis of Evaluation:

The Government will evaluate the likelihood of success in achieving the small business objectives of this acquisition based on the following:

The extent to which the offeror is able to demonstrate a history of supporting Government policies concerning the utilization of small business concerns, including SDB, WOSB, HUBZone SB, VOSB, and SDVOSB and the success in achieving goals established by subcontracting plans on prior contracts

The extent to which the offeror has demonstrated an achievable commitment to use small businesses, including SDB, WOSB, HUBZone SB, VOSB, and SDVOSB in the performance of this contract within the SBPCD.

- The minimum small business participation requirement, through work performed by the small business prime and/or subcontracting with small businesses, shall meet or exceed 20% of the total contract value, unless the offeror provides a reasonable and well-documented explanation for why the minimum 20% small business participation requirement cannot be achieved.

o Offerors that demonstrate a commitment to providing maximum practical opportunity to small businesses may be rated higher.

o Offerors simply proposing a 20% total small business participation rate without describing the methods used may be rated lower.

The SBPCD will be evaluated to determine the extent to which small business concerns are specifically identified by name and socioeconomic category in the document and the degree to which small business concerns, including SDB, WOSB, HUBZone SB, VOSB, and SDVOSB will participate relative to the total contract value. The complexity and variety of the work small business concerns will perform and the degree of commitment to use named sources through formal teaming agreements, joint venture agreements, mentor protege agreements, written/signed letters of /commitment, etc. will be evaluated to assess achievability of the commitment.

Factor 4, Safety:

(i) Solicitation Submittal Requirements:

The Offeror shall submit the following information: The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate; and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY), as well as a safety narrative, as described further below. For a partnership or joint venture, the Offeror shall submit separate DART rates and TCR for the specified five (5) CY for each contractor who is part of the partnership/joint venture; however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.

NOTE: DART and TCR shall not be submitted for subcontractors

1. : Submit five (5) previous complete calendar years' [CY2025, CY2024, CY2023, CY2022, and CY2021] worth of data DART Rate (not an overall average). If the Offeror has no DART rate for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.

a. DART cases include injuries or illnesses resulting in death, days away from work, and/or restricted work or transfer to another job days beyond the day of injury/illness.

b. Calculation of DART rate: Multiply the total number of DART cases by 200,000, and then divide by the number of employee labor hours worked.

Number of DART Incidents x 200,000

DART RATE = -----------------------------------------------------------------

Total Number of Employee Labor Hours Worked

2. : Submit five (5) previous complete calendar years' [CY2025, CY2024, CY2023, CY2022, and CY2021]. If the Offeror TCR Rate has no TCR rate for any year, affirmatively state so and explain why. Should a negative trend occur above moderate risk levels, an acceptable/detailed explanation is required that includes any corrective actions taken for improvement.

a. TCR cases include injuries or illnesses resulting in death, days away from work, restricted work or transfer to another job days beyond the day of injury/illness, medical treatment beyond first aid, or loss of consciousness

b. Calculation of TCR rate: Multiply the total number of TCR incidents by 200,000 and then divide by the number of employee labor hours worked.

Number of TCR Incidents x 200,000

TCR RATE = ---------------------------------------------------------------

Total Number of Employee Labor Hours Worked

3. Technical Approach to Safety: Submit a narrative that addresses the following:

a. Describe the Offeror' s approach to implementing and executing a Safety Management System (SMS) including Management /Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Describe the evaluation process used to select potential subcontractors.

c. Describe the processes of how the Offeror will oversee safety compliance of subcontractors at all levels throughout performance of the contract (to include the Offeror's own in-house workforce).

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

4. The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC's Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

5. For small businesses Experience Modification Rate (EMR) shall be provided in addition to DART Rate and TCR Rate for the same time periods specified above. Due to statistical volatility of DART and TCR for small business, the government may choose to evaluate EMR rate instead if the narrative provides compelling evidence as to why DART and EMR is skewed for the specific offeror.

(ii) Basis of Evaluation:

The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

1. : The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) DART Rate to the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

a. Missing data without an explanation is considered a deficiency.

b. Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low Risk (LR) or Very Low Risk (VLR) would indicate a strength.

c. An increasing DART rate trend could be considered a weakness (i.e. MR or better to High Risk (HR) or Extremely High Risk EHR)) if an acceptable explanation is not provided for any trends that rise above Moderate.

d. This chart correlates the DART rate to the level of risk:

Risk DART Rate

Very Low Risk Less Than 1.0

Low Risk From 1.0 to 1.99

Moderate Risk From 2.0 to 2.99

High Risk From 3.0 to 4.0

Extremely High Risk Greater than 4.0

2. : The board will evaluate trends over the last five years considering changes that take it from one risk level (or more) to TCR Rate the next up or down. Negative trends occurring above moderate risk levels require the offeror to provide a detailed explanation that includes any corrective actions taken for improvement.

a. Missing data without an explanation is considered a deficiency.

b. Declining trends that push the risk levels from Moderate Risk (MR) or higher to Low Risk (LR) or Very Low Risk (VLR) would indicate a strength.

c. An increasing TCR rate trend could be considered a weakness (i.e. MR or better to High Risk (HR) or Extremely High Risk EHR)) if an acceptable explanation is not provided for any trends that rise above Moderate.

d. This chart correlates the TCR rate to the level of risk

Risk TCR Rate

Very Low Risk Less Than 2.49

Low Risk From 2.5 to 3.49

Moderate Risk From 3.5 to 4.49

High Risk From 4.5 to 5.99

Extremely High Risk Greater than 6.0

3. The Technical Approach to Safety Narrative. To determine the degree to which the Offeror:

a. Describes a viable SMS that addresses elements, such as Management/Leadership involvement, Employee involvement, Hazard prevention, Hazard control, Worksite analysis, and Safety and health training, to include the standard(s) used to benchmark the SMS.

b. Describes a methodical process of evaluating subcontractor's safety performance in their selection process.

c. Describes a methodical process of evaluating subcontractor's safety performance in their selection process.

d. The Technical Approach to Safety narrative shall be limited to two (2) single-sided pages or one (1) double-sided page.

Information on pages beyond this will not be considered.
