About this opportunity
The Department of Energy's Fermi National Accelerator Laboratory is seeking proposals for asphalt overlay paving services on Batavia Road at the Fermilab site in Illinois. The project requires a contractor to perform comprehensive road resurfacing work including grinding approximately 9,062 square yards of existing surface asphalt to 1.9 inches depth, applying prime coat, installing a new 1.9-inch compacted asphalt surface course, and completing traffic control and thermoplastic pavement markings. To qualify, contractors must demonstrate at least five years of asphalt work experience, possess specific construction equipment including self-propelled asphalt pavers and rollers, and have access to an asphalt plant within ten miles of the Fermilab site. The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology, focusing on company experience, key personnel qualifications including a Project Manager with five years of experience and Project Superintendent with ten years of experience, and project scheduling capabilities. Proposals were originally due September 23, 2025, but have been extended to October 3, 2025, at 5:00 PM CT, with project completion required by November 28, 2025.
This procurement is unrestricted with no set-aside designation and falls under NAICS code 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 million. The project involves approximately 1,200 tons of hot-mix asphalt surface course, 6,600 linear feet of aggregate shoulders, and extensive pavement markings including 1,400 linear feet of yellow double center lines and 2,333 linear feet of yellow dash center lines. Work will be performed at the Fermi National Accelerator Laboratory site in Batavia, Illinois, spanning from Sauk Boulevard to the eastern property line. The contractor must provide a bid guarantee of 20% of the proposal price (not exceeding $3 million) and complete all work including mobilization, traffic flagging, and railroad crossing warning markings. The solicitation is managed by Fermi Forward Discovery Group, LLC as the prime contractor under Department of Energy Contract No. 89243024CSC000002.
