About this opportunity
The Department of the Interior, Bureau of Indian Affairs Central Office is soliciting sealed bids for modernization and rehabilitation of the Bannock Pumping Plant on the Fort Hall Reservation near Chubbuck, Idaho, with bids due July 14, 2026. The procurement is a competitive Indian Small Business Economic Enterprise (ISBEE) set-aside, limiting eligibility to responsible Indian-owned economic enterprises and requiring Indian Economic Enterprise representation certification.
Place of performance is Chubbuck, ID 83202. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction); PSC is Y1NE (Construction of Water Supply Facilities). Work encompasses modernization of a 1965-built pumping facility supporting irrigation water delivery within the Fort Hall Indian Reservation, including replacement of low-lift and high-lift vertical turbine pumps (six units at 350 horsepower each with rated flows of 13 and 26 cubic feet per second); construction of a new 16-foot by 40-foot concrete masonry unit electrical building with generator enclosure, transformer vault, and propane tank pad; installation of a new 480-volt three-phase system with 3000-amp switchboard and SCADA controls; mechanical and structural upgrades including bridge crane replacement, traveling screen construction, HVAC and compressed air systems, electrical building, security improvements, and site civil work. The traveling screen and associated mobilization are optional line items exercisable together within 150 days of Notice to Proceed.
The base contract term is 1,019 calendar days from Notice to Proceed; work must commence within 10 calendar days of NTP. Pumping Plant substantial completion is targeted for March 15, 2029; Traveling Screen for March 15, 2028. The contractor must accommodate continuous irrigation operations (approximately April 15 through October 15 annually). Performance and payment bonds are required within 10 calendar days of award. Bid guarantee is 20 percent of bid price or $3,000,000, whichever is less. Prevailing wage applies per Department of Labor General Decision ID20260072 (effective May 18, 2026) for Power County, Idaho heavy construction. A pre-bid site visit occurred June 3, 2026 at 11:00 AM MDT; questions closed June 19, 2026. The Government will award to the responsible bidder with the lowest conforming bid on a firm fixed-price basis. BIA Central Office in Reston, Virginia handles contract administration; Kurt Egner is Contract Specialist and Jessica Kidd is Contracting Officer. Five amendments (0001–0005) have modified the solicitation; the most recent (Amendment 0005, posted July 9) addressed crane specifications and added Attachment 14 (As Constructed Crane Rail Supports) without extending the bid deadline.
