140A1626B0001 is amended to include answers to submitted questions. Please see the question-and-answer sheet attached to this amendment.
Number Question Answer
Are there any American Iron and Steel or Build America, Buy America regulations for this project?
Contractors should review the provisions and clauses.
Av-Tek & Stayflow both don't have a single shaft design, will that be acceptable? They are also both a seat-on-disc design.
One-piece or two-piece shaft is acceptable. On-site replaceable seal is required.
3 Dezurik doesn't make a double offset butterfly valve Double-offset design required.
Stayflow isn't NSF certified to my knowledge, is that a requirement on this project? This is our first time hearing of this company, do you have any references for them?
NSF certification is not required
Clarify if it is electronic submission or in-person bid delivery to Reston, VA office
Bids shall be submitted electronically to the Contracting Officer (jessica.kidd@bia.gov) and Contracting Specialist (kurt.egner@bia.gov).
6 Is the due time 12:00 PM Eastern Time or Mountain Time?
The bid opening is scheduled for 12:00PM Eastern Daylight Time on July 10, 2026. All bids must be received by the start of the bid opening.
7 What is a liquidated damage for this project?
No liquidated damages clause is included in this contract. The Government retains its right to actual damages in the event of contract breach.
What are TERO requirements if any (taxes, employment of locals etc.)?
Special attention is called to FAR Clause 52.236-7, Permits and Responsibilities and FAR Clause 52.229-3, Federal, State, and Local Taxes.
Bidders are responsible for contacting any state, local, or Tribal authorities with regard to any requirements regarding state taxes, Tribal taxes, royalties and/or other applicable Tribal laws or ordinances. Any costs associated with this section shall be included in the contractor's firm fixed price proposal. Contractor is responsible for contacting the appropriate TERO office for coordination and approvals.
What are requirements for Site Safety and Healthy Office and Quality Control Manager? There are no specs for either Safety or Quality Control. Can the Site Superintendent perform other than superintendent duties?
There are no specifications for these roles. It is the responsiblity of the contractor to provide personnel who are qualified and experienced for their roles. The Site Superintendent, Site Safety and Heath Officer, and Quality Control Manager shall all be diffferent people. No dual- hatting will be permitted.
Spec 02 26 00 assumes presence of both lead-based paint and asbestos-containing materials. Since RFP didn’t provide the hazmat survey, how do you wish the contractor to proceed? Should we include the hazmat survey cost in the proposal and removal and disposal of all hazmat will be a change order or BIA will provide the bid allowances for all offerors?
Include hazmat survey costs to determine appropriate protection of employees from hazards in accordance with OSHA standards for construction for asbestos and lead-based paint provided within Section 02 26 00 - Hazard Materials Assessment. If found necessary for removal and disposal, notify BIA.
Listed below are manufacturer(s) we would like to have approved for utilizing on the project mentioned above. We understand that your approval would be for the manufacturer only, and further approval on specific equipment requirements will be based on the project drawings/specifications and done via the submittal process.
Please note that no trades will be negatively affected by the use of the listed substitution, nor will any deviations from design requirements be required. I have used MarvAir units on all Idaho Power Switching Stations and most recently on McCall WTP instead of Bard.

Civil drawings call for a local liquid propane supplier to install 1,000-gal propane tank and the gas line from the tank to a generator. Please clarify if this scope “by others” meaning the local propane supplier will be under contract with BIA or this work should be covered by a general contractor via the local supplier. Can you provide a name of this local supplier please?
Keynote 15 on Civil Sheet C-107 states: "CONTRACTOR SHALL PROCURE A
LOCAL LIQUID
PROPANE SUPPLIER TO SUPPLY AND INSTALLTHE PROPANE TANK AND
PROPANE SUPPLY LINE FROM THE TANK TO THE GENERATOR." The Contractor is responsible for procurement of a local propane supplier to provide the tank and supply line. The Government does not endorse specific local suppliers.
Spec 06 82 00 states only general requirements for a FRP pedestrian bridge. Please provide a basis-of-design for this item.
This is a delegated design. See Section Section 01 35 73 - Delegated Design Procedures. Section 06 82 00, Paragraph 1.4, System Description, provides the design criteria for the bridge including; Live, Wind, Seismic and Snow Loads as well as the required Safety Factor. Sheet S-108 provides the foundation design information for the bridge abutments and Sheet C-106 provides the specific location/coordinates for the bridge. Keynote 5 on Sheet C-106 indicates that the FRP bridge is pre-manufactured.
Spec 46 21 12 states only general requirements for a traveling screen. Please provide a basis-of-design for this item.
This is a delegated design. See Section Section 01 35 73 - Delegated Design Procedures. Section 46 21 12, Paragraph 2.2.A provides the Performance and Configuration Requirements for the traveling screen that the screen manufacturer is required to meet. These requirements were developed based on the design flow and BIA safety requirements. Sheet C-106 provides a site plan and coordinates for the new screen. Sheet S-121 provides the foundation plan and Sheet S-321 provides additional details and dimension for the traveling screen.
Civil drawings call for replacement of low-lift HDPE trash screens, but no additional information was found. Please provide specifications and basis-of-design for these screens.
This is a delegated design. See Section Section 01 35 73 - Delegated Design Procedures. Refer to Plan Sheet C-501, Detail 1: Pump House Forebay Trashrack Replacement for further design requirements.
