About this file
This is a Technical Specifications document for the BIA Bannock Pumping Plant Modernization Construction project, issued for bid and construction in July 2025 with March 2026 updates. The project encompasses comprehensive modernization of irrigation infrastructure at the Fort Hall Reservation in Power County, Idaho, involving the replacement and upgrade of pumping systems, electrical distribution, SCADA controls, traveling screens, civil infrastructure, and associated mechanical and structural improvements.
The scope of work includes civil upgrades (debris management areas, pedestrian bridge replacement, security fencing, trash racks, foundation drains, gravel surfaces, bollards, sidewalks, stairs, and railings); architectural improvements (OSHA-compliant ladder replacement, metal roofing, fall protection, window and door replacement, floor system upgrades, and cosmetic repairs); pumping system upgrades (replacing low-lift and high-lift vertical turbine pumps rated at 350 horsepower each with enhanced valving and lubrication systems); mechanical upgrades (HVAC, ventilation, compressed air, and traveling screen replacement); electrical upgrades (480-volt three-phase system replacement with 3000-amp switchboard, new electrical building, SCADA system, lighting, and security cameras); structural upgrades (bridge crane replacement, vault expansion, traveling screen structure expansion); and SCADA/telemetry upgrades (control switches, human-machine interfaces, master control panel, alarm systems, and pressure/level transducers). The project is divided into two Project Classified Systems with specific milestones: the Pumping Plant with Substantial Completion targeted for March 15, 2029, and the Traveling Screen with Substantial Completion targeted for March 15, 2028. Construction sequencing must accommodate continuous irrigation operations (approximately April 15 through October 15 annually), with major equipment replacements occurring during non-irrigation shutdown periods. The contractor must coordinate with Owner operations, perform all startup and demonstration testing, provide training, and submit comprehensive closeout documentation including record drawings, operation and maintenance manuals, warranties, and project record documents.
