Questions and Answers Log for IFB 140A1626B0001 Bannock Pumping Plant Rehab

RE: HARD-CEM ADMIXTURE. This question falls under 03 35 00 - 7

2.2 Materials

B. Chemical Sealer CS-2:

1. Water based chemical solution containing a blend of silicate and siliconate polymers designed to seal, harden and dustproof concrete floors.

2. VOC Content: 0 G/L.

3. Performance of treated concrete floor:

a. Coefficient of Friction:

2) Wet: 0.72.

b. Liquid repellency, RILEM Method 11.4:

1) ≥ 1 mL.

4. Euclid Chemical Euco Diamond Hard.

Would ownership be interested in considering an integral abrasion resistant concrete admixture called Hard-cem as an alternative to a dry shake hardener for long term abrasion resistance.

Adding this product to the concrete does reduce the finishing schedule, reduces risks for the contractor(s) and benefits the ownership by reducing future maintenance and resurfacing costs.

Hard-cem admixture is currently not an approved admixture.

DWG D-104 and D-105 Has there been any thickness testing on the existing 20” PIRR where connections will be made?

No. Unverified as-constructed drawings indicate 20-inch O.D. Steel Pipe - 3/8-inch thickness. An observation of the external pipe near the connection point was conducted in 2024. Only minor external pitting was observed.

DWG C-102 Do you have as builds of the #1 Concrete Tower and Flap Gates to determine feasibility of flange facing vs attempting to grind to within +- 1/64th”?

No As-Constructed Drawings exist for the low-lift tower or associated flap gates.

DWG C-102 #2 Please specify whether coatings will be required on the 12” vent pipes?

Bid as shown. No coating required.

Spec 01 75 00 3.2 C 3A,3B can the DOR provide guidance for the required recirculation systems?

The water discharged from the low and high-lift pumps during the pre-demonstration period must be returned to the south main canal. The means and methods employed to accomplish this is the responsibility of the Contractor.

Is there a Hazardous Material report or will the GC have to have one performed?

No existing Hazardous Material Report Available. Include hazmat survey costs to determine appropriate protection of employees from hazards in accordance with OSHA standards for construction for asbestos and lead-based paint provided within Section 02 26 00 - Hazard Materials Assessment. If found necessary for removal and disposal, notify BIA.

Spec 02 26 00 1.2 B and C states that asbestos assumed present as well as lead paint. 02 26 00 Part 3 Execution (Not Used) states contractors to demo per state and federal laws.

Is the contractor to include abatement of lead paint and asbestos containing materials in the base bid?

Include hazmat survey costs to determine appropriate protection of employees from hazards in accordance with OSHA standards for construction for asbestos and lead-based paint provided within Section 02 26 00 - Hazard Materials Assessment. If found necessary for removal and disposal, notify BIA. Do not include abatement costs in the base bid.

Please confirm the following subsection of FAR 52.219-14 is applicable to this project: (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded.

- Meaning the prime contractor is required to self-perform a MINIMUM of 15% of the work performed on site?

FAR 52.219-14 (OCT 2022) is applicable in its entirety. This is a contract for general construction.

8. Due to the discrepancy between the drawings and the specs, can you please confirm/clarify Owner Provided XMFR from 01 64 00 is indeed XFMR-01 from the one-line diagram.

The delineating line between utility and contractor makes it questionable.

Confirmed. Please see Attachment 12 - Electrical Service Revision

Please reference Detail 1/C-501 Regarding the Trash racks:

- Drawing indicates that there are three trash racks 4.5’ wide x 9’-10 ¾” long and three trash racks 6’ wide x 9’-10 ¾” long, please confirm.

- What is the angle of the trash racks? Drawing indicates a 3H:8V slope = 69.4 degrees, please confirm.

- What is the required clear space between each trash rack blade?

- What is the average and high water elevations? Our trash racks are designed to handle full head differential loading.

- What is the typical approach velocity?

- What is the expected debris type to be encountered?

- Please provide a 3D model of the intake area if available.

- Is there information about the frame holding the existing metal trash racks?

We would need this information to make sure HDPE trash racks will be efficiently supported.

See Section 01 35 73 - Delegated Design Procedures. Contractor to verify all information. See Note 4, Detail 1, Sheet C-501

Drawing C-102 shows the air vent piping, but there are no overall dimension for the piping. Do you know how far the air vent pipes penetrate the ground? Is there any primer or paint requirements for the air vents.

No coatings required. Pipes terminate in concrete at existing ground surface.

Drawing C-102 shows the Heavy Flap Gates. We would like to know the manufacturer of the flap gates. We may need to buy new hinge pins for the gates. The flatness requirement of+/- 1/64” is a machine flat finish and would be very difficult to complete by hand. We would like to ship the flap gates back to the manufacturer to have them checked for flatness and repaired if required. Can this be accomplished?

Manufacture of flap gates is unknown. Hinge pins and flaps can be removed per Note 2, Detail 1, Sheet C-102

Drawing CX102 shows that we have to remove steel canal ladders, but no length is specified for the ladders (two). The water depth elevations for the forebay are provided, shall we assume that the height to be 10’. Please clarify ladder dimension.

All available information has been provided. Bid as shown.

05 50 00-10, B. BOllards call for 8” extra strength steel pipe, Sheet C-501 detail 3 & 4 they call out 5" and 6” steel bollards.

Please clarify.

Diameter of Bollard per Sheet C-501, Detail 3 and 4.

M-501 detail 5 – Please provide a Control Diagram reflecting an accurate sequence of operations for EF-1 thru EF-5.

The sequence of operation for the HVAC equipment is defined on sheet M 602. The contractor is responsible for providing the required diagrams as specified in Section 1.4 of Specification 23 09 00 and for connecting all control devices to perform the functions indicated in the sequence of operation as stated in Section 3.1.

M-602 – Control Damper Schedule notes “manual operation” of the adjustable dampers (CD-1, CD-2 and CD-3) combined with the Intake Louvers (L-1, L-2 and L-3). Historically, Intake louvers installed in low temperature zones require a motorized damper interlocked with exhaust fan operation.

Reason is that cold and sub-zero temperatures occur and manually operated dampers will be inadequate. See CD-4 is a Motorized Damper and interlocked with EF-6 (Louver L-4) and the Gravity Relief Hood (GRH-1) also has a Motorized Damper interlocked with AC-1.

Bid as shown. The dampers (CD-1, CD-2, and CD-3) behind the intake louvers (L1, L-2, and L-3) shall remain manually operated, as requested by the owner during the design phase. The dampers (CD-1, CD-2, and CD-3) will be manually shut when the plant is closed during the winter months

M-602 – Sequence of Operation – Dependent upon the result of the previous RFI regarding motorized damper interlock.

Please provide an accurate SOO reflecting the interlocking operations. Including power failure open or closed and upon temperature rise like “Motorized Damper shall open upon activation of Exhaust fan…..etc.”

See above. The dampers (CD-1, CD-2, and CD-3) behind the intake louvers (L1, L-2, and L-3) shall remain manually operated, For control damper CD-4, damper shall open upon power failure. The motorized damper behind gravity relief hood (jGRH-1) shall also open upon power failure.

M-602 – Diffuser, Register and Grille Schedule – Finish WHITE.

Specification 23-31-00-7 Part 3 – Execution / 3.1 Installation – E.2 – “Install prime painted grilles and registers in areas where duct work is concealed.” “a. Field paint to match adjacent surface finish.” Please Advise

Section 3.1.E.2 regarding field painting is not required

M-101 – The Exhaust Fan EF-6 is exhausting transfer air thru the CD-4 Control Damper. L-4 is the associated louver for the exhaust air. In consideration of the regional low temperature location would a Motorized damper be valuable for protecting this room from low temperature infiltration. And if so, might this sheetmetal transition need to be insulated to provide condensation protection ?

The plant shuts down during the winter months. The motorized damper behind louver L

4 is not necessary to protect the room from low temperature infiltration. The dampers (CD

1, CD

2, and CD

3) will be manually shut when the plant is closed during the winter months. The motorized damper behind louver L

4 is therefore not required for freeze protection.

M-101 – L-1, L-2 and L-3 noted to be Manual Control Damper behind wall louver – See 23-09-00-3 – 2.2 Equipment – This specification below contradicts sheet M-101 while referencing a “sequence of controls”. Please advise where the sequence of controls is located in the Documents.

Refer to Sheet M

602 for the control sequences associated with control damper CD

4 and motorized damper GRD

1.

Is the Pumping plant a rated class 1 div 1 for explosion protection ?

This building is not rated. NEMA 1 closure acceptable. There are no pneumatic operators proposed for the HVAC system.

Are “Modulating dampers” really required ?

Control damper CD-4 may operate in open/closed position; full modulation (0 to 100%) is not required for this damper. Motorized damper (GRD-1) behind gravity relief hood shall be two position as stated in the sequence on sheet M-602.

47 And are Pneumatic operators really being considered? There are no pneumatic operators proposed for the HVAC system.

M-111 – Concrete Curb noted for AC-1. Please provide reference to the structural drawing indicating the proposed concrete curb to accommodate the 2,300-pound unit.

Height is indicated at 36” tall.

See Structural Drawing S-112, Detail 2

M-111 – The exposed ductwork. In referencing specification 23-31-00 HVAC- Ductwork we are unable to locate an insulation requirement for the exposed ductwork.

Historically this application might require a 3” Duct Liner. Or Double Wall with 3” Liner. Or a 3” WRAP with a light gauge Aluminum cover. Please Advise.

Refer to speification 40 42 00 for ductwork insulation.

Please clarify the "required engineer certification supporting data" needed for: bar grating, ladders, metal deck, access hatch, anchorage and bracing of interior MEP Equipment, pre-fab metal stairs , platform, walkways, landings, Architectural metals, access ladders, handrails, guardrails and fall arrest systems, cold form steel walls , roof curbs, soil improvements, formwork shoring and backshoring, pedestrian bridge, traveling screen per DS2 of S-001

See Section 01 35 73 - Delegated Design Procedures.

Please clarify spec 09 96 00 high performance coatings with a coating schedule. It is unclear from this spec, the drawings, and subsequent specs which items are expected to receive coatings.

Items and substrates requiring coatings are noted throughout the project technical specifications.

We would like to request your approval of the Siemens Model FMS500/FMT020 magnetic flow meter as an acceptable product for bidding on this project.
