About this file

This is a memorandum from HDR engineering firm to the U.S. Bureau of Indian Affairs regarding findings from a visual inspection of existing infrastructure at the Bannock Pumping Plant.

In August 2024, HDR conducted potholing observations of selected 20-inch steel discharge pipes from the Bannock Pumping Plant's low and high-lift pump system to validate pipe location, depth, and exterior condition. The inspection revealed minor visible pitting on pipe external surfaces beneath coal tar or wax taping. More significantly, the high-lift steel pipes were found to have concrete encasements encountered at approximately six inches below existing ground surface. The concrete encasement was not installed as intended and appears to result from excess concrete poured into pipe trenches during adjacent thrust block construction. The memo specifies that the construction contractor will be responsible for field-verifying the location and depth of suspect concrete between the pumping plant and thrust blocks, and for implementing precautions during site civil work and new pipe connections to prevent damage to the existing buried steel pipes. Attachment 1 provides detailed pothole investigation results, including site plans showing concrete encounter locations, pipe positions, and photographs documenting the observed conditions.

Project: 140A1626B0001 Bannock Pumping Plant Modernization and Rehabilitation

Power Branch of Irrigation and Power

From: Jerry Otto, P.E.

Subject:

Bannock Pumping Plant Low and High-Lift 20-inch Steel Discharge Piping – Concrete

Encasement

Mr. McNearney, In August 2024 HDR conducted, via potholing, a visual observation of selected 20-inch steel discharge pipes originating from the Bannock Pumping Plant low and high-lift pump system. The goal of this observation was to validate location, depth and general observable exterior pipe conditions. The results of that observation e5ort are provided in

Attachment 1.

HDR observed minor visible pitting on the pipe external surface beneath what is believed to be coal tar or wax taping encompassing the pipe.

More important, the high-lift steel pipes were found to have concrete encasements as concrete was encountered at approximately six-inches below existing ground surface at the time of the observation. The encasement was not installed consistent with intended encasements, and it is believed that excess concrete may result from excess concrete being poured into the pipe trenches during the construction of the adjacent thrust blocks. Attachment 1 depicts the approximate area of the concrete encountered.

The construction contractor will be responsible for field verifying the location/depth of the suspect concrete between the pumping plant and thrust blocks and take precautions so as not to disturb the concrete during site civil work or making new pipe connections such that damage occurs to the existing buried steel pipe.
