About this opportunity
Pacific Air Forces, through the 766th Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, seeks installation of a closed-circuit television system at Bellows Air Force Station, Hawaii, with quotes due September 25, 2026 at 8:00 AM HST. This is a small business set-aside with no other restrictions.
Place of performance is Waimānalo, Hawaii. The procurement includes seven CCTV cameras, one erosion-resistant pole, one 42-inch monitor display, one Network Video Recorder, and one computer tower distributed across Buildings 108, 220, and 515 to replace an unreliable existing system and eliminate blind spots in vehicle and pedestrian traffic monitoring. All equipment must be NDAA-compliant and TAA-compliant, with IP66 weatherproofing, NEMA 4X corrosion resistance, and IK10 vandal resistance. Building 108 requires dual-sensor multidirectional cameras capable of capturing inbound and outbound traffic with license plate and occupant identification; Building 220 requires 8MP fixed cameras with 4K resolution at 30fps and 20-meter infrared range supported by an NVR with Intel Xeon processor, 16GB DDR4 RAM, and up to 224TB raw storage in RAID 6; Building 515 requires 4K motorized varifocal cameras with 40-meter infrared and adaptive AI-based video analytics. All systems must operate on a completely standalone network with two new dedicated PoE+ switches, achieve 470 Mbps recording throughput with minimum 30-day video retention, and comply with Unified Facilities Criteria, National Electric Code, and fire safety codes. Contractor personnel requiring base access must obtain identification credentials and submit background check documentation via Form B-80 at least 4 business days before work begins.
Performance period runs through October 30, 2026. The contractor must provide a minimum 5-year warranty and maintenance package including annual hardware and software upgrades, security patches, and dedicated IT support. NAICS code is 561621 with a $25 million size standard. PSC is N063. Evaluation is technical acceptability (Acceptable/Unacceptable) and price, with technical acceptability required for award consideration. Points of contact are SrA Ashley Louissaint (ashley.louissaint@us.af.mil, 808-789-3131) and SSgt Thomas Hembree (Thomas.hembree@us.af.mil, 808-789-3171). Amendment 0003, posted September 23, 2026, reduced camera quantity from eight to seven units, extended the deadline to September 25, and added a Questions and Answers attachment clarifying system integration and technical specifications.
