About this file
This is a Questions and Answers document clarifying requirements from a Performance Work Statement (PWS) for a Closed-Circuit Television (CCTV) surveillance system installation.
The Government requires installation of seven IP cameras across three buildings: three cameras at Building 108, one at Building 220, and three at Building 515. The system must operate on a completely standalone network with two new dedicated PoE+ switches installed—one in Building 108 and one in Building 515. Connection to the local backbone must utilize existing unused fiber strands terminated with SC connectors; the contractor must supply compatible SC connectors at both locations, subject to sufficient physical capacity in existing fiber optic termination boxes. A site visit is strongly recommended to verify termination box capacity and determine exact fiber strand requirements. The system requires 470 Mbps recording throughput with up to 224TB raw storage capability and a minimum 30-day video retention period. Contractors must provide all necessary hardware, as no Government-furnished property will be supplied. The contract includes a mandatory five-year warranty and maintenance program encompassing annual workstation and peripheral upgrades, major software version upgrades, and a dedicated IT support team, which must be included in the quote. For Building 108 lane cameras, the requirements specify dual-sensor multi-directional cameras capable of capturing all incoming and outgoing traffic with high-quality, high-resolution imaging for vehicle feature, license plate, and occupant identification under all environmental conditions, with tracking capability extending as far as possible into and out of the installation. The Draft Work Plan is due at the kickoff meeting, and the Final Work Plan must be delivered prior to installation start, with the period of performance ending October 31, 2026.

Questions & Answers
1. Warranty and maintenance (PWS paragraph 14). The PWS requires a minimum five-year warranty and maintenance program, including annual upgrades of workstations and peripherals, major software version upgrades, and a dedicated IT support team.
Please confirm whether the five-year maintenance obligation is to be priced within the quote.
Answer: Please include the 5-year maintenance within the quote.
2. Description of Work (PWS): 8 cameras were mentioned but 2.1 – 2.4 sections mentioned 7 cameras (3 cameras in Bldg. 108, 1 camera in Bldg. 220 and 3 cameras in Bldg. 515). Can you confirm the amount of camera needed? If it is 8 cameras, Please confirm the 8th camera's location and specification, or confirm whether it is intended as a spare.
Answer: Seven is the correct number of cameras. 3 at Bldg. 108, 1 at Bldg. 220 and 3 at Bldg. 515.
3. Recording retention. PWS paragraph 2.3 references 470 Mbps recording throughput and up to 224TB raw storage capability. Please state the required video retention period in days so storage can be sized appropriately.
Answer: We’re looking for 30 days minimum storage.
4. Existing network infrastructure. PWS paragraphs 2.1 and 2.4 direct the cameras to use the existing switch and fiber path at Bldg 108 and the existing switch in the Bldg 515 communication room, while PWS paragraph 10.1 states no Government-furnished property will be provided. Please confirm whether the existing switches and fiber path are available for contractor use and, if so, whether the switches provide 802.3at (PoE+) ports with adequate power budget. Absent confirmation, we will furnish new PoE+ switches and price accordingly.
Answer: Because the CCTV system must operate on a completely standalone network, the contractor is required to install two new dedicated switches, one in Building 108 and one in Building 515. Connection to the local backbone must utilize existing unused fiber strands, which are currently terminated with SC connectors;
consequently, the contractor must supply compatible SC connectors at both locations, provided there is sufficient physical capacity and available strands in the existing fiber optic termination boxes. To ensure feasibility, COMM strongly recommends a site visit to verify termination box capacity and determine the exact number of fiber strands required for each CCTV switch.
5. Deliverable schedule. PWS paragraph 13 requires the Draft Work Plan within 30 days of award and the Final Work Plan within 60 days, while the period of performance ends 31 October 2026. Please confirm the Government will accept the Draft Work Plan at the kickoff meeting and the Final Work Plan prior to installation start, or whether the schedule will be adjusted.
Answer: We will accept the Draft Work Plan at the kickoff meeting and the Final Work Plan prior to installation.
6. Bldg 108 lane cameras. The PWS photographs on pages 10 and 11 annotate the Bldg 108 inbound and outbound cameras as QNV-C9011R, while PWS paragraph 2.1 and the Salient Characteristics describe dual-sensor multi-directional cameras for those positions. Please confirm which governs.
Answer: cameras must capture all incoming and outgoing traffic approaching and leaving the installation access control point. These systems must utilize high-quality, high-resolution imaging to ensure the clear identification of vehicle features, license plates, and occupants under all environmental conditions. Furthermore, the surveillance network must be capable of tracking target traffic as far as possible both into and out of the installation, providing security personnel and investigators with the continuous visual coverage necessary to conduct effective investigative work. Within 16.1 All nomenclatures within pictures are based off research and not the required product as stated in paragraph 2.1.
