About this opportunity
The New Hampshire Army National Guard seeks complete removal and installation of a new 25-ton modular air-cooled chiller system at Building 149, Pease Air National Guard Base, with quotes due August 21, 2026. This is a 100% Total Small Business Set-Aside under NAICS 333415 (Air-Conditioning and Warm Air Heating Equipment Manufacturing), with a small business size standard of 1,250 employees. The solicitation is issued as Request for Quote W50S8A26QA010 under simplified acquisition procedures as a combined synopsis/solicitation.
Place of performance is Newington, New Hampshire (302 Newmarket Street, Pease ANGB). The contractor must provide one new commercial air-cooled modular chiller system with 70–85 net cooling tons and one vertical ASME-rated chilled-water buffer tank (400–500 gallons), complete with integrated controls, variable frequency drives, and internal glycol feed capabilities per the attached Statement of Work. Performance runs from September 15, 2026, to January 31, 2027, with completion required within 135 calendar days of award. The contractor must obtain base access credentials and security clearance within 10 days of award and complete Antiterrorism Level I training within 15 days. Only new equipment is acceptable; used or refurbished chillers are prohibited. The contractor must integrate the new chiller with Schneider Electric EcoStruxure BACnet building management controls and provide native point mapping. All HVAC controllers must be replaced with BACnet-compliant Schneider Electric IP controllers. Installation personnel must hold EPA Section 608 Universal Certifications and State of New Hampshire HVAC and electrical licenses.
The Government intends to award a Firm-Fixed-Price contract. Evaluation applies three equally weighted factors: Price (fair and reasonable for commercial services), Technical Capability (cut-sheets demonstrating 70–85 ton capacity and fit within a 75" × 190" concrete pad with 460V/3-phase electrical compatibility, BACnet integration narrative, valid personnel certifications, and complete subcontractor disclosure if applicable), and Past Performance (up to three references for similar commercial HVAC projects completed within three years, rated for confidence level). Award goes to the technically acceptable quote with lowest evaluated price. Services Contract Act wage requirements apply. Only qualified small business vendors may submit quotes.
