Summary of Instructions to Quoters and Evaluation Criteria

These documents comprise addenda to FAR clauses outlining submission requirements and evaluation methodology for a commercial HVAC equipment solicitation. Quoters must submit proposals in three distinct volumes: Volume I (Price) requiring firm-fixed pricing for each CLIN inclusive of freight, rigging, disposal, and pad modifications; Volume II (Technical Capability) containing equipment cut-sheets demonstrating 70–85 ton cooling capacity and fit within a 75" x 190" concrete pad with 460V/3-Phase electrical compatibility, a controls integration narrative confirming native Schneider Electric EcoStruxure BACnet BMS integration with point mapping, proof of EPA Section 608 Universal Certifications and State of New Hampshire HVAC/Electrical licenses for installation personnel, and explicit disclosure of whether the quoter will self-perform or subcontract (including subcontractor legal name, CAGE code, and roles/responsibilities); and Volume III (Past Performance) providing up to three references for similar commercial HVAC projects completed within three years, with contract number, project title, award amount, and valid points of contact, with at least two references from proposed subcontractors if subcontracting is indicated.

Evaluation will utilize a best-value tradeoff process with three factors of equal combined weight to price: Technical Capability (rated Acceptable/Unacceptable based on detailed cut-sheets, specific BACnet integration narrative, valid personnel certifications, and complete subcontractor disclosure), and Past Performance (assigned a confidence rating of Substantial, Satisfactory, Neutral, Limited, or No Confidence based on relevance and quality of references). Only technically acceptable quotes are eligible for award consideration. Blanket compliance statements are unacceptable and result in immediate rejection.

ADDENDUM TO FAR 52.212-1: INSTRUCTIONS TO QUOTERS

1. PROPOSAL PREPARATION INSTRUCTIONS

To ensure timely and equitable evaluation of quotes, contractors must comply with the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Blanket statements of compliance (e.g., "We will comply with the SOW") are unacceptable and will result in immediate rejection of the quote.

Quotes shall be submitted in three (3) distinct volumes either in one document or in three sperate documents. Please ensure the PDF file has the Company Name with Volume reference:

Volume I: Price

• Quoters must provide pricing for each CLIN

• Pricing must be inclusive of all freight, rigging, disposal, and any pad modifications required to accommodate the proposed equipment.

Volume II: Technical Capability The Technical Volume shall not include any pricing information. It must include:

• Subfactor A - Equipment Specifications (Cut-Sheets): Quoters must submit manufacturer technical specification sheets (cut-sheets) for the proposed chiller and buffer tank. These documents must explicitly demonstrate that the equipment meets the 70–85 ton cooling capacity, fits the existing 75” x 190” concrete pad (including UFC/NEC clearances), and is compatible with the 460V/3-Phase electrical supply.

• Subfactor B - Controls Integration Narrative: A brief, specific narrative explaining how the proposed equipment will be natively integrated into the base-wide Schneider Electric EcoStruxure BACnet BMS, confirming mapping of all points in Appendix 1 of the SOW.

• Subfactor C - Personnel Qualifications: Objective proof (copies of certificates/licenses) that the installation team holds EPA Section 608 Universal Certifications and applicable State of New Hampshire HVAC/Electrical licenses.

• Subfactor D - Execution Approach and Subcontracting: The quoter must explicitly state whether they intend to self-perform the installation and controls integration or if they will utilize a subcontractor. If a subcontractor is utilized for the installation, the quoter must provide the subcontractor’s Legal Name, CAGE Code(if applicable), and a clear breakdown of the roles and responsibilities between the Prime and the Subcontractor.

Volume III: Past Performance

• Quoters shall provide up to three (3) references for commercial or government HVAC projects of similar size, scope, and complexity (e.g., commercial chiller installations, central plant upgrades) completed within the last three (3) years.

• References must include the Contract Number, Project Title, Award Amount, and a valid Point of Contact (Name, Phone, and Email).

• Subcontractor Past Performance: If the quoter indicates in Volume II that a subcontractor will perform the primary installation or controls integration, at least two (2) of the three (3) submitted past performance references must be from the proposed subcontractor demonstrating their specific capability to execute this work.

ADDENDUM TO FAR 52.212-2: EVALUATION—COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

1. BASIS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote, conforming to the solicitation, represents the Best Value to the Government utilizing a tradeoff process, price and other factors considered.

In accordance with FAR 52.212-2(a) (Deviation 2026-O0038), the following factors will be used to evaluate quotes:

1. Price

2. Technical

3. Past Performance

Relative Importance of Factors: Evaluation factors other than price (Technical and Past Performance) when combined are equal to price.

2. EVALUATION FACTORS

Factor 1: Price (Volume I) The Government will evaluate the total firm-fixed price for reasonableness, completeness, and unbalanced pricing. The total evaluated price will be the sum of all priced line items (CLINs). Price will not be scored or rated, but will be evaluated as part of the best value tradeoff decision.

Factor 2: Technical Capability (Volume II) The Government will evaluate the Technical Volume on an "Acceptable" or "Unacceptable" basis to determine if the proposed commercial supply and ancillary services meet the minimum salient characteristics outlined in the SOW. Only those quotes determined to be technically "Acceptable" will be eligible for award and considered in the tradeoff analysis.

Technical Specification

• Acceptable: The quote provides detailed manufacturer cut-sheets proving the equipment meets the 70–85 tonnage range, physical footprint, and electrical constraints. The quote includes a specific narrative confirming Schneider Electric BACnet integration, and provides valid proof of EPA and State licensing for personnel.

• Unacceptable: The quote relies on generic capability statements; fails to provide equipment cut-sheets; proposes equipment that exceeds the pad footprint or 85-ton limit; or fails to provide proof of required personnel certifications.

Execution Approach and Subcontractor Disclosure: The Government will evaluate whether the quoter has fully disclosed their execution approach and teaming arrangements.

• Acceptable: The quoter has explicitly declared that they will self-perform the installation OR has fully disclosed the legal name, CAGE code, and division of labor for their proposed subcontractor(s).

• Unacceptable: The quoter fails to declare whether they are self-performing or subcontracting, or fails to provide the required subcontractor details (Legal Name, CAGE code, and division of labor). Quotes rated "Unacceptable" under this subfactor will not be evaluated further and are ineligible for award.

Factor 3: Past Performance (Volume III) The Government will evaluate the quoter's past performance to assess the Government's level of confidence in the quoter's ability to successfully perform the required commercial supply and installation effort.

The Government will assign a confidence assessment rating of either: Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence.

i. Relevance

The Government will first determine the relevance of the submitted past performance.

Highly relevant contracts are those demonstrating the quoter's experience supplying, installing, or repairing commercial HVAC or chiller systems, performed in the past three (3) years.

• The quote must provide exactly three (3) reference contracts.

• Each reference must include a valid Point of Contact (POC) with contact information (phone and email) and the final award amount.

ii. Quality

The Government will evaluate the quality of performance based on CPARS data, past performance questionnaires, and/or direct POC reference interviews.

Confidence Rating Definitions:

• Substantial Confidence: Based on the quoter’s recent and highly relevant performance record, the Government has a high level of confidence that the quoter will successfully perform the required effort.

• Satisfactory Confidence: Based on the quoter’s recent and relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.

• Neutral Confidence: The quoter lacks a record of relevant past performance, or past performance information is not available. The quoter will not be evaluated favorably or unfavorably and will receive a "Neutral Confidence" rating, which is considered acceptable for award.

• Limited Confidence: Based on the quoter’s performance record, the Government has a low level of confidence, indicating that personal intervention by the government may be required to ensure successful performance.

• No Confidence: Based on the quoter’s performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.
