About this file

This is a Questions and Answers document from a Request for Quote (RFQ) for the B149 Chiller Replacement project at Pease Air National Guard Base in Pease, New Hampshire, issued by the New Hampshire Army National Guard (Solicitation Number W50S8A26QA010). The procurement requires complete removal and disposal of the existing chiller system and installation of a new air-cooled modular chiller system meeting specified integration requirements with the facility's Schneider Electric Building Management System. The existing chiller is a 70-ton unit consisting of two 20-ton modules and two 15-ton modules; the government has not specified a preferred manufacturer but requires the new system to be capable of integration with Schneider Electric EcoStructure controls. The contract is 100% set-aside for small businesses under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19,000,000, and will be awarded as a Firm-Fixed Price contract. Quotes must be submitted via email to the government point of contact, and the deadline has been extended to 16 June 2026 at 4:00 PM Eastern Time, with an estimated performance period of 15 September 2026 to 31 January 2027.

Key technical and administrative clarifications from the Q&A include: the facility contains 24 HVAC controllers that will require integration with the new chiller; used or refurbished equipment is not acceptable; the government will consider requests to extend the performance period on a case-by-case basis if manufacturer lead times exceed the standard period; the Services Contract Act (SCA) will apply requiring union wages; no SF1449, SF1442, or pricing sheets are required; bid, performance, and payment bonds are not required as this is not classified as a construction contract; and funding will be available at the time of contract award. A site visit was held on 21 May 2026, with photos permitted and attendance roster posted on SAM.gov. The government cannot disclose estimated project value and will not endorse specific manufacturers, though ENE Systems is identified as the State of New Hampshire's licensed Schneider Electric maintenance contractor available for coordination purposes.

Will there be a site visit to view the equipment that needs to be replaced? The Government held a site visit previoulsy on 21 May 2026
What would the process be for getting access onto the base for a site visit if one is held?Bae access instructions were posted prior ot the site visit with Amendment 1
Will photos be allowed of the current equipment if there is a site visit?Photos were permitted
It is stated that funds are not currently available for this project, when is the expected funds anticipated to be available for this project?Funding for this project will be available prior to contract award.
Would there be a tonnage range the government would consider usable for this project, example- 25 ton - 40 ton chiller is acceptable depending on availability of what is currently available for purchase on the market. This was actually a miscalculation. Upon further investigation the Chiller is a 70-ton unit consisting of two 20-ton modules and two 15 ton modules.
Would a used (past rental) chiller be acceptable for install? The Government CANNOT accept used/reburished equpment for this project.
Section 5.12 speaks to replacing all HVAC controllers in the building. How many controllers are there and what do they control? There are 24 Controllers. They control the following: Units RTU-1, Zone Dampers, UH-1, UH-2 UH-3abc, UH-3def, Bath, CUH-1, CUH-2, Office, EF1a, EF1b, AHU1-4, VFD(s)1-4, Chiller, HW Pumps, DHW -1, DHW -2
Section 5.12 states: No part of the existing controlled HVAC system shall be transferred to the new controls server with associated graphics. Is this statement correct and if it is then why would new controllers be needed on equipment in the building? This section has a verbiage error. The Scheider BMS we wish to upgrade to requires Schneider controllers to communicate. The new chiller and existing associated air handling equipment, control valves, and sensing circuits need to be integrated into the Schneider BMS.
Section 5.13- Please provide all of the information required to be matched up from the old chiller in this section for the new chiller specs.Suggest contacting AirStack. Serial Numbers on modules are - JE-09-75 // JE-09-77 and JE-12-62
Will an extension of the time frame for completion be available if a new chiller cannot be delivered in the time frame stated in the solicitation? The Government will review and consider any requests to extend the performance period on a case-by-case basis.
From what we can determine, there is no SF1449, SF18, nor price sheet. Will any of these documents be provided? The Government released W50S8A26QA010 as a combined synopsis/solicitation and does not use the SF1449 IAW FAR 12.603(b). Also note that the the Revolutionary FAR Overhaul (RFO) permits agencies to utliziize borad discretion in posting requirements, that utilize simplified procedures, by authorizing the use of "similar agency/automated format(s)" in RFO FAR 12.201-1(c). Consequently, the Government will not provide an SF1449, SF18, or pricing sheet.
If you have any questions, please do not hesitate to contact me. According to the notice in SAM, it states “Interested parties should see “Instructions to Offers” in the Provisions and Clauses document for details on how to submit your quotes (IAW 52.212-1). There is no actual information on how the proposal is to be submitted, yet in the SAM Notice, it states “subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W50S8A26QA010”. Are we to assume that proposal submission is to be emailed?Yes. Please submit your responses via email. The Government cannot accept responses by fax or mail.
What is the estimated project value?Unfortunately the Governmeent cannot disclose project magnitudes or estaimtes for non-construction projects.
What is the anticipated construction start date? The period of performance is estimated to starton, or about, 15 September 2026
Will you provide a plan holders list and/or pre-bid meeting attendance sheet? The site visit attenance roster is currently posted on SAM.gov
Will union wages be required? This anticipated award shall be subject to the requirements of the Services Contract Act (SCA)
Does the Government have a preferred manufacturer for the new modular air-cooled chiller system, or may the contractor provide an approved equal meeting all performance requirements? No. The only requirement for brand or manufacturer is on the HVAC Controls Building Management System integration. Provide, install, and program an air cooled shiller system that is capable of that predescribed integration or control by the Schneider Electric EcoStructure product.
The SOW references integration with the existing Schneider Electric/BACnet controls platform. Please provide the appropriate point of contact or representative for coordination associated with the Schneider Electric/BACnet controls system. The NHANG does not endorse contractors or the selection of, however ENE Systems is the State of NH contract holder for maintenance and is a licensed Schneider Rep.
Please provide any available one-line electrical diagrams and panel schedules serving the existing equipment.Unforuntaley, one-line electrical diagrams and panel schedules are not available. The existing electrical feed should be suitable to run a replacement unit. There is available amperage within the existing panels (when the existing unit is removed) to increase the service.
Has the existing electrical service capacity been evaluated for the new equipment requirements?Depending on the new unit selected to suit the requirement, this is an unknown. The existing service is reliable and is matched to the unit in service. If a unit was selected that did not match the existing 208v 3ph electrical service a transformer would need to be purchased and installed as part of the contract at no additional cost to the government.
The SOW identifies a 135-calendar-day period of performance following contract award. Considering potential lead times associated with modular chillers, Schneider controls, and associated electrical equipment, will schedule accommodations or extensions be considered if manufacturer lead times exceed standard industry expectations?See the revised SOW. The performance period is expected to be 15 September 2026 to 31 January 2027
Please confirm whether bid bonds, performance bonds, and payment bonds are required for this procurement. The Government previouly determined that the chiller requirement is not a construction contract. Consequently bid bonds, performance bond, and payment bonds ar enot required
Please confirm whether an SF1442 or any additional bid forms will be required with quote submission. An SF1442 will not be provided.
