About this opportunity
The United States Army Special Operations Command seeks to award an indefinite delivery/indefinite quantity contract for Army Special Operations Forces training support services. The contractor shall provide exercise management, role players, subject matter expertise, and training support for assessment, selection, and instruction conducted by the 1st Special Warfare Training Group (Airborne) located in Camp Mackall and Fort Bragg, North Carolina. The period of performance is a 30-day phase-in period followed by an 11-month base period and four 1-year option periods. Proposals are due in early March 2019 with the government hosting an industry day in mid-March. Evaluation will utilize best value tradeoff considering technical capability, past performance, and price.
This requirement is reserved exclusively for service-disabled veteran-owned small businesses. The NAICS code is 611519 for other technical and trade schools with a $15 million small business size standard. The estimated value is between $15-25 million over five years of performance. Key services include supporting specialized military courses such as SERE, SFQC, and SFAS through December 2019 with exercises developing initiative, adaptability, and confidence of students.

Amendment 0004 is hereby issued to provide the Government's responses to questions received in response to Amendment 0001.
Due to the critical timelines associated with this requirement, the Government is not accepting additional questions at this time.
The USASOC Contracting Office received the final decision today from the U.S. Small Business Administration, Office of Hearings and Appeals, that the NAICS Code appeal against this solicitation has been denied. Therefore, the applicable NAICS code of 611519 remains.

Amendment 0003 is hereby issued to extend the Due Date for Proposals to April 19, 2019 at 12:00 PM EST in order to allow time for the Contracting Office to receive a decision from the Office of Hearings and Appeals regarding an appeal of the North American Industry Classification System (NAICS) code designation.
The Government is not accepting any additional questions, however, Amendment 0004 will soon follow to provide responses to those questions that were received in response to Amendment 0001.

The Government will host an Industry Day on Wednesday, March 27, 2019 at 1:30 PM EST. Submit the names of all attendees, not to exceed two (2) per company, no later than March 22, 2019 by 5:00 PM EST. This information must be provided in advance in order to ensure access to the conference site and adequate seating for the conference attendees.
All questions regarding the requirement shall be directed in writing via email to both POCs listed below no later than March 20, 2019 by 12:00 PM EST. Due to the unreliability of e-mail, it is the contractor's responsibility to ensure all email requests are received by the USASOC Contracting Office.
Potential offerors are responsible for monitoring these sites for any subsequent amendments. No paper copies of the RFP will be mailed and telephone requests will not be honored.

The United States Army Special Operations Command (USASOC) has a requirement for Army Special Operations Forces (ARSOF) Training Support Services for the U.S. Army John F. Kennedy Special Warfare Center and School. The anticipated period of performance includes a 30-day phase in, 11-month base period with four (4) one-year ordering periods. The primary place of performance will take place in central North Carolina, in and around Camp Mackall and Fort Bragg with the exception of infiltration of students during select exercises. The contract type will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) task orders.
The Contractor shall provide ARSOF Training Support to include exercise management, role player, subject matter expertise and training support for assessment, selection, and training conducted by 1st Special Warfare Training Group (SWTG) (Airborne). Training support is for field and situational training exercises and provides the depth and realism necessary to portray an adaptable training environment that focuses on achieving a desired outcome. This approach to training builds initiative, adaptability, and self-confidence of the students. The Contractor shall perform in accordance with (IAW) the terms and conditions of the contract and consistently with the established standards in the PWS.
The applicable NAICS code for this requirement is 611519 "Other Technical and Trade Schools", with a small business size standard of $15 million. This requirement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. This is a Best Value Trade-Off evaluation conducted in accordance with Federal Acquisition Regulation (FAR) 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Special Operations Federal Acquisition Regulation Supplement (SOFARS).
The Request for Proposal (RFP) is anticipated to be released in early March 2019. The RFP and any subsequent documents will be accessible through the following site only: https://www.fbo.gov. The date for receipt of proposals has not been determined but will be provided at the time of solicitation and shall be made available to industry for at least 30 calendar days. The Government will also host an industry day early-mid March 2019 for all interested parties that have a valid security clearance. Additional details will be released with the solicitation.
Potential offerors are responsible for monitoring these sites for the release of the RFP package and any subsequent amendments. No paper copies of the RFP will be mailed and telephone requests will not be honored.
