About this opportunity
This Special Notice from the United States Special Operations Command announces the cancellation of solicitation H92239-19-R-0002 for ARSOF Training Support Services. The U.S. Army John F. Kennedy Special Warfare Center and School 1st Special Warfare Training Group requested cancellation due to significant budget reductions resulting in extensive changes to their training requirements.
The Special Notice provides details on the budget reductions from both HQDA and SOCOM that necessitated a service contract review in order to identify cost savings and ensure taxpayer dollars align with current mission requirements. As a result of changes to the Special Forces Qualification Course design and elimination of the requirement for a contractor-provided training facility, as well as overall budget reductions, USASOC Contracting cancelled the solicitation in accordance with FAR 15.206(e). The notice is set aside for Service-Disabled Veteran-Owned Small Businesses and provides a due date of December 31, 2022 for potential opportunities under the revised training support services requirement.

Update #4 ·
CANCELLATION: Based on the results of the voluntary corrective action taken, USASOC has determined that the cancellation of the solicitation remains warranted based on the materiality of the changes. USASOC has provided notice of cancellation to the Small Business Administration (SBA) and has received SBA approval to proceed with a Service-Disabled Veteran-Owned Small Business set-aside on a new solicitation, currently proposed as H92239-22-R-0002.
REINSTATEMENT: The Government is formally notifying industry that solicitation H92239-19-R-0002 is being reinstated to perform the voluntary corrective action as agreed in the recently dismissed Court of Federal Claims protest. Upon completion of the voluntary corrective action measures, all interested parties will be properly notified.
The U.S. Army Special Operations Command-Contracting has received a request from the U.S. Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) 1st Special Warfare Training Group (1st SWTG) to cancel the current solicitation, H92239-19-R-0002, for ARSOF Training Support Services due to significant budget reductions which have resulted in extensive changes to their requirement. These changes align with a comprehensive order to redesign the Special Forces Qualification Course (SFQC) and improve the quality and nature of individual qualification training and the corresponding culmination exercises. To further reduce cost, the requirement for a contractor-provided training facility has been removed in its totality.
Furthermore, both Headquarters, Department of the Army (HQDA) and Headquarters, U.S. Special Operations Command (SOCOM) have recently directed budget reductions across the Command. Due to these reductions, USASOC orchestrated a service contract review and divestiture board to determine cost savings, redundant capability expenditures, and to ensure that taxpayer dollars are aligned with current mission requirements.
Based on the aforementioned changes along with budget reductions, USASOC Contracting is cancelling this solicitation IAW FAR 15.206(e).
