About this file

This document outlines a forthcoming solicitation for Army Special Operations Forces training support services. The United States Army Special Operations Command requires a contractor to provide training support, including exercise management, role players, subject matter expertise, and support for assessment, selection, and training conducted by the 1st Special Warfare Training Group (Airborne). The training support is to provide a realistic environment for field and situational exercises focusing on developing student initiative, adaptability, and self-confidence. The period of performance includes a 30-day phase-in followed by an 11-month base period and four 1-year option periods. Services will primarily be performed in North Carolina at Camp Mackall and Fort Bragg. The acquisition will use an indefinite-delivery/indefinite-quantity contract with firm-fixed-price task orders. The solicitation is anticipated to be released in March 2019 using a 100% Service-Disabled Veteran-Owned Small Business set-aside and a best-value tradeoff evaluation.

ARSOF Training Support H92239-19-R-0002

**Additional Industry Questions received in response to Amendment 0001.*

Industry Questions Government Responses

65.

Amendment 0001 provided a Pricing Template for Prime Contractor submission, to include proprietary information such as indirect rates.

QUESTION: Does the Government want sealed packages from Subcontractors detailing the same level of pricing?

See Amendment 0004, H92239-19-R- 0002, Section L, para. 2.2.4.3.2.(a)(i).

66.

There are a total of 24 Exercise Support Personnel that report to the Exercise Support Cell Manager.

QUESTION: Please provide information that defines the skills, licenses, and minimum physical capabilities, e.g. ability to lift 50 lbs., for the various members that comprise this group.

See Amendment 0004, H92239-19-R- 0002, Section C, PWS, para. 1.6.17.6, para. 1.6.16.8., para. 1.6.16.8.1., and para. 1.6.16.8.2.

67.

The RFP states that the Pineland Training Lane Managers are Key and that Lane Managers are needed for each Robin Sage Training Lane.

QUESTION: Please define what the Training Lanes are and any specific requirements that are needed for each. For instance, are there specific HUMINT, SIGINT, OSINT, or Medical skill sets?

See Amendment 0004, H92239-19-R- 0002, Section C, PWS, Part 2, 2.1.34.

There are no specific skills required for the Pineland Land Manager that supports each lane for Robin Sage.

HUMINT, SIGINT, OSINT, and Medical skill are for advanced intelligence skills. These advanced intelligence skills are not required.

68.

The RFP Paragraph 1.4.3, Realism, states in part, “Proposals envisioning compensation levels lower than those of predecessor contractors for the same work will be evaluated on the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent highly skilled service employees. Offerors are cautioned that lowered compensation for essentially the same work may indicate lack of sound management judgment and lack of understanding of the requirement.”

QUESTION: Only the incumbent can know with certainty how each employee is compensated. How are non-incumbent companies supposed to ascertain current pay scales to ensure that no one is offered less pay for essentially the same work? Please provide mandatory pay rates or GS equivalents.

The Offeror shall provide their own independent pay rates.

See Amendment 0004, H92239-19-R- 0002, Section I, FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires.

69.

The RFP states that there shall be a PM, APM, and TMO and that the APM and TMO have the same or better qualifications than those of the PM. A previous response to Question #21 is that it is the offerors choice if the PM and TMO are dual-hatted.

QUESTION: Is it allowed that the APM also has another position, such as the TMO?

Whether the APM and TMO Manager positions are dual-hatted will be based on the Offeror’s approach.

70.

The requirement for a Facility in paragraph 4.3 has been annotated to not price a facility at this time.

QUESTION: Are respondents required to have the facility in place at time of submission?

Are respondents required to discuss a facility in the proposal response?

At any time that the contractor is required to provide the facility, the Government will negotiate the effort separately.

71.

Paragraph 4.2 states that the Contractor shall provide all uniforms and equipment shall be maintained shall be maintained by the contractors.

QUESTION: Please list which uniforms are required and quantity needed. Also, please provide a list of equipment to be maintained.

0002, Section C, PWS, para. 4.2.

72.

Paragraph 4.2 states that the Contractor shall provide rations and water for ALL

CONTRACTED PERSONNEL.

QUESTION: Please provide details covering the minimum quantity of rations and water per person per time period.

See Amendment 0004, H92239-19-R- 0002, Section C, PWS, para. 3.11.4 and para. 4.2.

73.

Amendment 001 added the extra labor position of Role Player - Interpreter (CLIN 0003- 4003AP with 2,112 Hours); however, this was not added to the Technical Exhibit 9 - new pricing worksheet.

QUESTION: Will the Government please provide an updated Technical Exhibit 9 - new pricing worksheet so that the hours associated with CLINs 0003 - 4003AP can be included?

81.

REFERENCE: RFP, page 50, Technical Exhibit 7: Estimated Workload Data; Course Support: Point Sitters RFP, page 52, Technical Exhibit 8: Course Enclosures, Enclosure 1: ARSOF Assessment and Selection

Under “Course Support” in Technical Exhibit 7, Point Sitters are listed as their own labor category with its own hours. However, in Enclosure 1, Point Sitters are used interchangeably with Observer/Controller.

QUESTION: Are Point Sitters a separate position from Observer/Controllers? If so, what are the qualifications for Point Sitters?

1.6.21.1. Program Manager (PM), Alternate PM, and TMO Manager Qualifications: The PM shall meet or exceed the following minimum qualifications: Shall have a Special Forces background with a minimum total of 15 years of military/professional experience in program management related positions including at least five (5) years of experience as a

There is no change to the Government’s stated requirement.

program manager managing a contractor workforce in support of a DoD contract of comparable size, scope, and complexity. Must possess at least five (5) years of experience in exercise planning and logistical support within Special Forces, preferably to the USAJFKSWCS. Must have been a Program Manager within the last five years.

Education: A Bachelor’s degree in Business Management or higher degree from an accredited university or college, or at least 15 years of Special Forces experience.

Program Management Responsibilities: PM shall be able to plan, direct, organize, control, and coordinate technical efforts, contractor manpower and team activities. Includes areas of administration, program control, and technical supervision of personnel involved in support of contract requirements. PM shall also be able to effectively interface with the Government’s COR and Contracting Officer’s Technical Representative (COTR) while serving as the main point of contact for the contract to the Government with full decision-making authority. The PM shall be available to the Government during normal business hours and will be available during all other times as required. The APM and the TMO Manager shall meet or exceed the same qualifications as the PM. Both must possess an active SECRET clearance.

Understand the justification for the PM and APM having the same level of qualifications due to duties and level of responsibility. However, requiring the TMO Supervisor to have "at least five (5) years of experience as a program manager managing a contractor workforce in support of a DoD contract of comparable size, scope, and complexity" eliminates any quality applicants who have retired less than five years ago. Given the scope of duties of the TMO Supervisor, a candidate with recent operational and 1st SWTG experience would very effectively perform specified duties but is currently not qualified per the solicitation.

QUESTION: Would the Government consider modifying the TMO supervisor qualifications to the following :

TMO Manager Qualifications: The TMO Manager shall meet or exceed the following minimum qualifications: Shall have a Special Forces background with a minimum total of 15 years of military/professional experience in training management related positions. QUESTION: Is it the government’s intent to have full time Contractors assigned to SFQC, MOS, CART, ASO, MISO, and CA training support and if so, where is each specified in the

RFP?

It is based on the Offeror’s approach.

See Technical Exhibit 8, Course Enclosures.

101.

REFERENCE: RFP, page 14, para 1.6.16.6

QUOTE: Site Manager or Role Player Supervisor Qualifications

QUESTION: Does the “or” imply “Site Manager” and “Role Player Supervisor” are terms referring to the same individual?

It is based on the Offeror’s approach.

At a minimum, the contractor shall provide site management for each exercise as designated. The only exception is during Robin Sage where the Guerrilla Chief fulfills the role of Site Manager in addition to being a role player. This exception is noted in 1.6.20.2, Site Management.

102.

REFERENCE: RFP, page 15, para 1.6.20. and 1.6.20.2., page 16, para 1.6.21.2.

Quote: Key personnel include … Site Managers, … Quote: The Contractor shall provide one (1) Site Manager Quote: The contract personnel performing the Site Manager functions in support of the Special Forces Qualification Course … Civil Affairs Qualification Course … Civil Affairs Qualification Course.

QUESTION: 1.6.20 alludes to multiple Site Managers. 1.6.20.2 states clearly there is one Site Manager. 1.6.21.2 alludes to at least two Site Managers with the one for CAQC repeated so the intent may have been for at least three.

QUESTION: How many Site Managers are required, what are they responsible for, and are they full-time or part-time personnel? Is the repeated CAQC site manger supposed to be MISO Site Manager?

Multiple exercises are being conducted simultaneously. A Site Manager shall be present at each exercise location.

See Amendment 0004, H92239-19-R- 0002, Section C, PWS, para. 1.2., para.

1.4, para. 5.1.5, Enclosures 7 through 9 to change “MISO” to “PSYOPS”.

103.

REFERENCE: RFP, Technical Exhibit 9, Rate Build Up Table Tab

QUESTION: The Salary calculation in Column C is based on 1,920 hours instead of industry standard 2,080 hours. Would the government please clarify if 1,920 hours is their intention?

Information provided in Column C was provided as an example. It is the Offeror’s decision to apply the applicable industry standards hours.

See Amendment 0004, H92239-19-R-

104.

QUESTION: For consistency, should the Salary in Columns F, I, L, O, R be based on industry standard 2,080 hours, 1,920 hours from the Rate Build Up Tab, Column C formula or 1,880 hours from the Technical Exhibit 7, Estimated Workload Data for one annual full

The information on the Rate Build Up Table Tab was provided as an example.

It is the Offeror’s decision to apply the applicable industry standards hours.

time equivalent (FTE)? Would the government please clarify which time equivalent is defined by (FTE).

See Amendment 0004, H92239-19-R-

105.

QUESTION: Twelve (12) Pineland Lane Managers are missing from the labor category list. Our technical solution to the Performance Work Statement (PWS) may involve support from various subcontractors with different base salaries and indirect rates. Would the government please clarify?

See Amendment 0004, H92239-19-R-

106.

QUESTION: Our PWS execution strategy for the Course Support labor categories (Guerilla Chiefs through Role Player Interpreters) is to obtain support from a team of various subcontractors with different base salaries and indirect rates. Should each of our subcontractors provide directly to the Government the same level of proprietary pricing detail as Technical Exhibit 9, excluding the Price Schedule tab, which is reserved for Prime contractor completion? If so, how should this proprietary subcontractor data be delivered directly to the government?

See Amendment 0004, H92239-19-R- 0002, Section L, para. 2.2.4.3.2.

The proprietary subcontractor data shall utilize the same method as stated in Section L, para 2, Proposal Organization and Format.

107.

QUESTION: Where should a bidder calculate the program manage office (PMO) cost adder for the PWS required key personnel Program Manager (PM) and Alternate PM (APM) that do not have specific direct charge SUBCLINs in the Section B – Supplies or Services and Prices? Will the government allow a bidder to add a column(s) to Technical Exhibit 9 – Pricing Worksheet, Rate Build Up Table Tab to apply these costs or any other allowable costs from its cost estimating procedures?

See Amendment 0004, H92239-19-R- 0002, updated Technical Exhibit 9, Pricing Workbook.

The Program Manager and Alternate Program Manager have been incorporated. The Offeror can add another category, if needed.

108.

The Rate Build Up Table Tab and Rate Schedule Tab articulate salary, direct labor rate, and fully burdened hourly labor rates. However, the Price Schedule Tab, column E, fill-in boxes requires various SUBCLINs in Monthly and Daily units. Do bidders need to create further tabs on the Technical Exhibit 9 to comply with the RFP Section 2.2.4.3.1 TAB A – Price Schedule which reads: “All formulas, lookup tables, and links should be intact, and no links should exist to files not included with the proposal. Spreadsheets shall not contain hidden worksheets. The Offeror shall include totals for the base period (to include phase-in), each option, and overall total.” The Technical Exhibit 9 spreadsheet has no crosswalk calculations from the fully burdened labor rates on the Rate Build Up Table Tab, column M, to a 12-hour workday (PWS 1.6.7 Hours of Operation) or 156.67 (1,880 hours / 12 months) hour work-month to populate the unit prices in the Price Schedule Tab. This crosswalk becomes further complicated when the full-time equivalents (FTEs) and course support hours from Technical Exhibit 7 – Estimated Workload Data are split amongst subcontractor teammates.

QUESTION: Would the government please clarify their intention?

Yes, each Offeror will need to provide backup calculations for phase-in costs and monthly calculations. Templates for individual labor rates per hour and per day have been provided for easy input. Additional tabs have created for Contractor input format.

Please feel free to link data as you feel necessary.

See Amendment 0004, H92239-19-R-

109.

REFERENCE: RFP, page 15, para 1.6.20.2., & page 16, para 1.6.20.5

Based on the requirements of the PWS, the Pineland Lane Managers and the Role Player Supervisors cannot be performed by the same individuals.

Quote: The Contractor shall provide … the requested number of Role Player Supervisors.

Quote: The Contractor shall provide one (1) Pineland Lane Manager for each Robin Sage training lane
