About this opportunity
Army Contracting Command - Redstone Arsenal is conducting a Commercial Solutions Opening (CSO) on behalf of Headquarters Army Materiel Command to solicit innovative commercial solutions for advanced manufacturing capabilities within the Army's Organic Industrial Base and tactical operations, with no deadline—the CSO remains open in perpetuity and accepts submissions continuously.
ACC-RSA is authorized to award under multiple authorities including 10 U.S.C. 3458 (innovative commercial products and services), 10 U.S.C. 4022 (prototype projects), DFARS RFO 212.70 (Defense Commercial Solutions Opening), FAR RFO 6.101(b)(3) (other competitive procedures), and the Employee Stock Ownership Pilot Program authorized by NDAA FY2022 Section 874 and amended by NDAA FY2024 Section 872. The Government seeks solutions across 16 areas of interest including robotics and automation, additive manufacturing, advanced materials, digital twin technology, Industrial Internet of Things, advanced non-destructive testing, workforce development, supply chain risk management, cybersecurity, enterprise data integration, tactical edge manufacturing, metrology, qualification and certification processes, advanced electronics manufacturing, advanced coatings, and predictive maintenance analytics.
The evaluation process consists of three phases: Phase 1 requires submission of an unclassified white paper (maximum five pages) and quad chart (maximum one page) via email to usarmy.redstone.acc.mbx.acc-rsa-advm-cso@army.mil; Phase 2 may include optional oral presentations and demonstrations; Phase 3 involves formal Request for Solution Proposals for selected offerors. Evaluation criteria in descending order of importance are technical merit and relevance, innovation and uniqueness, company viability, and price and affordability, with non-cost factors significantly more important than price. Potential award vehicles include Firm-Fixed-Price purchase orders, blanket purchase agreements, Part 12 and 15 contracts, Part 16 IDIQ contracts, Basic Ordering Agreements, and Other Transaction Agreements for prototypes. Offerors must maintain active SAM.gov registration to be eligible for award.
